She holds a Doctorate in Public Administration from the Institute of Public Administration from the State of Puebla.

He holds a Master's in Public Administration, and in Information Technology Management from the University Instituto Tecnolgico de Studios Superiores de Monterrey.

Alonso Ulises Mendez Manuell-Gomez is the Director of the Mexicali Municipal Police. Previously he was the General Director of the State of Sonora Public Security Police. He also served as State Deputy Attorney General for Organized Crime Investigations in the State of Baja California and as Interim State Attorney General. He holds a Law Degree from the Autonomous University of Baja California, and post graduate specialization in Public Ministry and Electoral Law, and Criminalistics. He also obtained Crisis Negotiator certification from the FBI and the State of California POST. He studied at the University of Virginia in Criminal Justice Education. He is a graduate of the FBI National Academy 240 session.
