Description

Nestled squarely between Maryland’s Eastern Shore beaches and Chesapeake Bay, Salisbury was born from the headwaters of the Wicomico River and has been attracting people to its stunning location for almost 300 years. Now one of the largest cities on the peninsula with almost 33,000 residents, Salisbury serves as the Capital of the Eastern Shore, combining vibrant economic opportunity, quality public education, world-class healthcare, reinvigorated environmental stewardship, globally known corporations, and an energetic and inspiring team of community leaders, to chart its own course, and craft a sound plan for its future.
Incorporated in 1854, the municipal government of the City of Salisbury, Maryland is a “Strong-Mayor” organization, with Executive responsibility vested in an elected Mayor, and Legislative responsibility residing within a unicameral, popularly elected City Council. The Mayor is the Chief Executive Officer and the head of the administrative branch of the City government and appoints Department Heads. A City Administrator oversees Department Heads and manages the day-to-day operations.
The Salisbury Police Department operates under a community policing foundation and is a dual-accredited agency by both the Maryland Police Training Commission and the Commission on Accreditation for Law Enforcement Agencies. Services are provided by 103 Sworn Officers, 13 Police Communications Officers, 2 Animal Control Officers, and 16 Civilians. Operations are supported with a Proposed FY 2024 Budget of $17.3M, comprised of Police Services expenses of $15.9 million, Communications/Dispatch expenses of $1.1 million, and Animal Control expenses of $270,600.
The City of Salisbury is seeking a committed, decisive leader as its successor Police Chief who is service-oriented and passionate about directing the City’s law enforcement operations, and actively works to ensure the community’s trust and confidence in the integrity and effectiveness of the Police Department. The ideal candidate will lead the Department through transparency and with a commitment to outstanding customer service and advancing the principles of contemporary community policing operations.

Requirements

The selected candidate must hold a Bachelor’s degree in law enforcement, criminal justice, or a closely related field, with a Master’s degree preferred. The candidate must have at least ten years of experience as a full-time Police Officer, with a preferred minimum of five years of progressively responsible command-level experience. Additional professional development and training (e.g., FBI Academy, Northwestern Institute, PERF’s Senior Management Institute for Police, Southern Police Institute, or similar institution) is desired. The final candidate will need to secure and maintain a valid Maryland Driver’s License and attain Maryland Police Training Commission and Supervisory/Administrator Training Certifications. Non-Maryland Law Enforcement Candidates are encouraged to visit https://mdle.net/standards.htm to learn more about securing state certifications and/or about the transfer process from other states.
Residency is not required but is desired if the candidate relocates to the area. The City provides a tax incentive with a waiver of property taxes for Officers who live within the City limits.
