Description
The Public Safety Answering Point (PSAP) Director develops, directs, and oversees all aspects of the Williams County Dispatch Center, providing reliable public safety emergency and non-emergency dispatch services. This highly responsible position requires excellent leadership, interpersonal, and strategic planning skills.

Plans, organizes, and directs the operations of the Williams County Dispatch Center
Analyzes Center programs, services, and operations; develops and implements long and short-term plans and strategies
Collaborates with public safety agencies and other officials to solve problems and enhance operations
Remains accessible on a 24/7 basis, except during pre-arranged periods
Reviews all inquiries, complaints, and dispositions; maintains good public relations through courteous and prompt attention
Maintains a high level of confidential and sensitive information in a discrete and professional manner
Oversees staff directly and through subordinate supervisors; directs work, provides guidance, and monitors performance
Reviews and authorizes requests for proposals, service contracts, and procurements
Manages and coordinates vendors providing services to Williams County Dispatch Center
Prepares, presents, and oversees the department budget
Oversees the distribution, use, and maintenance of all technical systems and equipment
Oversees the administration of the local/statewide P25 Trunked Radio System
Represents the Williams County Dispatch Center at meetings and events
Ensures Center compliance with all applicable federal, state, and local laws and regulations, as well as nationally recognized standards
Maintains confidentiality of non-public records and makes available all data and information deemed a public record by the North Dakota Century Code.
Typical Qualifications
Bachelor’s Degree in Public Administration, Public Safety, Business Administration, Emergency Management, Criminal Justice, or a related field AND five (5) years of experience in public safety communications or similar, with a minimum of three years in a supervisory capacity OR an equivalent combination of education, experience, and training which provides the minimum qualifications of the position
Must possess a valid North Dakota Driver’s License or equivalent
Must pass a comprehensive background check and pre-employment drug and alcohol screening
Must possess or obtain upon hire relevant certifications and trainings

Compensation and Benefits: Salary for this position begins at $115,000.00/year and may vary depending on experience. Williams County provides generous benefits to full-time regular employees, paid sick and vacation leave, a fully paid health/dental/vision benefit plan for employees and dependents, term life insurance of $25,000, 100% contribution toward retirement benefits through the ND Public Employees Retirement System (employees are fully vested after 36 months), and 12 paid holidays each year. Rental housing may be available through Williams County.
