CALEA Annual Report

The Commission on Accreditation for Law Enforcement Agencies, Inc. was founded as a private, nonprofit, tax-exempt (501[c]3) corporation. Each year the CALEA Staff, under the direction the Executive Director, generates a Corporate Annual Report for the Commission. The report includes the annual financial audit by an independent auditor, as well as a yearly summary of the significant events and activities undertaken by CALEA in its operations.

08/17/2012 2011 Annual Report

2011 was a notable year for the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®) with many of the new process and program initiatives from 2010 being fully implemented.  The actions taken under the direction of the CALEA Board of Commissioners reflect both an understanding of the need to keep pace with technological advances and lead the public safety profession, as we all learn how to manage through budget shortfalls and/or staff reductions that impact the ability to engage in the CALEA accreditation process.  CALEA activities in 2011 demonstrated an uncompromising commitment to remain the leader in standards development and accreditation services, further asserting itself as the best resource for public safety agencies seeking continuous improvement.

12/02/2011 2010 Annual Report

CALEA marked the start of a new decade in 2010 with a number of new initiatives. Not only did CALEA move to a new office loca­tion, it embarked upon a bold and progressive strategic planning process which focused on creating greater return on investment for agencies involved in CALEA Accredita­tion. The strategic planning process also recognized the need to reinvent the concept of accreditation to ensure its relevance for contemporary public safety agencies. These efforts have resulted in the development of new programs and fresh initiatives, along with the enhancement of existing programs.<--break->

12/31/2009 2009 Annual Report

2009 marked the thirtieth anniversary of the founding of the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®). During the year, the Commission celebrated past successes as well as initiated new strategies to allow CALEA to meet future challenges. The mission of bringing professional excellence to the domestic and international public safety community remains CALEA’s principal priority.

12/31/2008 2008 Annual Report

2008 ended with a global recession affecting all segments of the economy and directly impacting local, state and provincial public safety departments’ budgets and operations. Public safety agencies were increasingly required to operate with reduced budgets, often requiring drastic measures including hiring freezes, overtime cutbacks, reduced acquisition of new technologies, and reduc­tion/discontinuance of various types of pro­fessional training.

12/31/2007 2007 Annual Report

2007 was a year of increasing difficulties for public safety agencies both at home and abroad. Many agencies were strained to the limit in order to “serve and protect”. In the past, CALEA Accreditation has played a significant role in responding to problems faced by an agency. So too, accreditation can play an essential role in finding solutions to the issues confronting public safety agencies today. The CALEA Accreditation process is a proven modern management model.

12/31/2006 2006 Annual Report

The new year continued to present challenging times for public safety agencies, both at home and abroad. 2006 saw decreased public spending coupled with a growing complexity in the responsibilities assigned to our public safety agencies. Public safety agencies were asked to do more without any concurrent increase in funding. To further complicate matters, a surge in violent crime, which began in 2005, accelerated in 2006 while recruitment problems reached crisis status to the point that, in some cases, agencies were forced to modify their standards for hiring.

12/31/2005 2005 Annual Report

The year 2005 proved to be an interesting and often difficult one for public safety agencies both at home and abroad. A series of devastating hurricanes tested public safety agencies throughout the United States Gulf Coast, severely impacting many. Dealing with the ever-present threat of terrorism continued to represent one of the biggest challenges faced by public safety today. In addition, budgetary and personnel constraints affected many agencies, leading them to adopt innovative and novel approaches in order to continue effectively serving their communities. It is within this environment that the Commission on Accreditation for Law Enforcement Agencies, Inc.’s (CALEA®) activities are reported for 2005. It was a year that saw the adoption of the 5th Edition of CALEA’s Standards for Law Enforcement Agencies manual, the introduction of a new awards program and a groundbreaking project with the U.S. Justice Department. The following is a summary of the significant activities and accomplishments in 2005 that will serve to further enhance CALEA’s ability to provide its credentialing services to public safety agencies.

12/31/2004 2004 Annual Report

In 2004, international law enforcement and public safety agencies continued to find themselves facing budgetary constraints and strains on both personnel and equipment. Despite these hardships, however, these agencies continued to seek better ways to manage these limited resources so as to effectively serve the populous. It is within this environment that CALEA’s activities are reported for 2004. It was a year that saw CALEA celebrates its 25th anniversary, continue efforts to obtain federal funding to develop performance measurements for law enforcement agencies and make significant progress in undertaking a comprehensive review of CALEA’s standards. New software was introduced which will aid both agencies and assessment teams. The following is a summary of the significant activities and accomplishments in 2004 that will serve to enhance CALEA’s ability to provide its credentialing services to public safety agencies.

The changing demands and reliance on national law enforcement and public safety agencies in the world-wide "War on Terrorism" continued to produced strains on public safety personnel and resources throughout the world. Despite these hardships, however, public safety agencies continued to "protect and serve" with excellence.

12/31/2002 2002 Annual Report

In the aftermath of the tragic events of September 11, 2001, the past year brought increased demands and reliance on our Nation’s public safety agencies. Agencies were continuing to define their role in the on-going “War on Terrorism” and in “Homeland Security” amid the budgetary restraints of an economic downturn. This was compounded by homegrown terrorists (the Washington area sniper) and a series of highly publicized crimes against children. These factors, and others, combined to increase the strain on public safety personnel and resources. It is with this background that I report on CALEA®’s activities in 2002. It was another highly productive year, marked with a number of significant new initiatives. I am pleased to present a summary of significant activities and accomplishments in this 2002 Annual Report.
