CALEA Participates in International Forum in China

Former CALEA Commissioner, Chief William D. Miller (Retired), represented CALEA at an international meeting on performance standards in law enforcement sponsored by the Ministry of Public Security of the People’s Republic of China. CALEA was one of five international policing authorities attending the Police and Science International Forum at the Zhejiang Police College held in Hangzhoa City, Zhejiang Province, November 16-17, 2009.

Chief Miller made a presentation on “Police Performance Standards” at the meeting on Professional Policing Performance Measurements. In addition to CALEA, invitees included the Australian Federal Police, the Royal Canadian Mounted Police, the German Federal Police, and Her Majesty's Inspectorate of Constabulary from Great Britain.

Chief Miller served nine years as a CALEA Commissioner, serving as Chair/President of the Commission from 1999 through 2001.  During his term on the Commission, he was Chief of Police in both Skokie and Elgin, Illinois.
