Four Commissioners Leave CALEA Board

The Fall CALEA Conference in Nashville, Tennessee, marked the end of CALEA Board service for four Commissioners: Jimmie Dotson, Stanley Glanz, Phil Keith, and Patsy Ticer. During their terms of service, these individuals dedicated an enormous amount of time and effort to faithfully fulfilling their responsibilities as Commissioners.

Jimmie L. Dotson was appointed to the Commission in November 2002. He had over 30 years of exemplary service in law enforcement when he retired in 2004 as Chief of the CALEA Accredited Chattanooga (TN) Police Department. While he was Chief, Jimmie initiated the Chattanooga Police Foundation/100 Club of Greater Chattanooga and collaborated with community organizations to create A Drug-Free Chattanooga…One Community at a Time and the Transformation Project, a faith-based misdemeanor court-release drug offender program. He has been recognized for his numerous innovations in law enforcement practice and has been the recipient of many awards. Jimmie was a member of the Standards Review & Interpretation Committee (SRIC), the Awards Committee, and Review Committee “E.”

Stanley Glanz was appointed to the Commission in September 1999. Stan has had a long and commendable career in law enforcement, having been elected Sheriff of Tulsa County, Oklahoma, for the past 17 years. His agency has been CALEA Accredited since 1997. In a recent letter to CALEA he wrote, “In 1974, while at the FBI National Academy, we discussed the creation of an organization that became CALEA. At that time, the director of the Academy was Jim Cotter, and also present at my session were John Cary Bittick and Kenneth Medeiros, all of whom were active in the early development of CALEA. I was then, and continue to be, committed to the professionalism of law enforcement, and further believe CALEA has had a major impact on law enforcement as a profession. My two terms as a Commissioner have been extremely rewarding.” Stan has served as Secretary of the Commission, as a member of the Outreach, CASF, and Investment Committees, and as Chairperson of Review Committee “E.”

Phil E. Keith was appointed to the CALEA Board January 1, 2000. He has more than 36 years of experience in the fields of criminal justice, public safety, and business administration, having retired as Chief of Police of the Knoxville (TN) Police Department in 2004. It was during his tenure as Chief that the police department was Law Enforcement Accredited, and began the Public Safety Training Academy Accreditation Program, and the Knox County Emergency Communications District received the Public Safety Communications Accreditation. Phil has received numerous awards over the years, including the Law Enforcement Leadership Award presented by the National Center for Missing and Exploited Children, which also named its top Law Enforcement Leadership Award for him. He is currently the Program Manager for Training and Technical Assistance for the Department of Justice’s Amber Alert Initiative at Fox Valley College in Appleton, Wisconsin. He served as Vice-Chairperson on the Strategic Planning Committee and on it’s Sub-Committee on Performance Measurement, on the Standards Review and Interpretation Committee, and as Chairperson of Review Committee “A.”

Patricia S. Ticer, whose appointment began in January 1997, served the Commission with distinction for nine years. She has been the State Senator representing the 30th District of the Commonwealth of Virginia since 1995 and was also the former Mayor of the City of Alexandria, Virginia. During her time on the Commission, Patsy served on the Standards Review & Interpretation Committee (SRIC), was Chairperson of the Outreach Committee, and Chairperson and member of Review Committee “B.” She brought a unique set of diplomatic skills to many Commissioners’ discussions and approached her responsibilities with dedication and loyalty. Her contributions will be missed.

At the Celebration Banquet, each was presented with a plaque commemorating their service on the Commission. CALEA acknowledges and thanks them for the commitment, insight, and wisdom they brought to the CALEA Board. Their contributions to the public safety community have been immeasurable.
