The Commission celebrated its 25th Anniversary at the Austin, Texas CALEA Conference on December 1-4, 2004. The hosts for this historic occasion were the Austin Police Department, the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE), and the Texas, Arkansas, Louisiana, Oklahoma, New Mexico (TALON) Police Accreditation Coalition. The Commission would like to personally thank them for their wonderful hospitality to all in attendance. Kudos on a job well done! The members of the Executive Host Committee were Austin Police Department personnel Lieutenant Sean Mannix, Senior Police Officer Larry Roberson, Sergeant Donald Baker, Ms. Yolanda Buchman, Mr. Kevin Buchman, Detective Tracy Evenson, Sergeant John Jones, Senior Police Officer Joe Munoz, and Ms. Sonia Carrion. They were fully prepared for the 1100 plus registrants and showed everyone in attendance a Texas brand of hospitality. On Thursday night they provided attendees an event that was truly “one for the books.” The night began with a buffet style “Taste of Texas” meal at the Austin Convention Center. Next was the highly entertaining interactive contest called the “Leopard Challenge” - as seen on ESPN. The challenge is a spirited and friendly competition based on physical and policing skills routinely encountered in law enforcement. The night was not over after the meal and competitions had concluded. Everyone was then shuttled over to the Bob Bullock Texas State History Museum for another reception! The museum is best known for its impressive state of the arts features, including an interactive exhibit called “Story of Texas” and the “Star of Destiny” special effects show. It was a tremendously pleasant and dynamically educational experience for all participants.

 

The conference officially began on Wednesday morning with the Opening Session. The Austin Police Fife & Drum Band performed the posting of the colors. Texas Country Recording Artist, Pauline Reese sang the Star Spangled Banner. Commission Chair James M. O’Dell provided welcoming remarks to the attendees. Austin Mayor Will Wynn, Austin Police Chief Stanley Knee, and TCLEOSE Executive Director D. C. Jim Dozier, J.D., Ph.D., followed with remarks. Next, Lieutenant Sean Mannix provided the host announcements. The session concluded with Executive Director Sylvester Daughtry, Jr.’s remarks, which included details of the 25th Anniversary Reception being held on Saturday afternoon. The training schedule started immediately afterwards with a full slate of workshops that extended through Friday afternoon. Commission staff made a number of presentations, with the remainder of the workshops complemented by visiting presenters. They included: Understanding Generational Gaps (Susan K. Gregory Brundage, Texas Commission on Law Enforcement Officer Standards and Education, Austin, TX); Introduction to CALEA Accreditation Compliance Express (CACE) (Master Sergeant Al Manint, Illinois State Police); The Center for Domestic Preparedness (Richard L. Dickson, U.S. Department of Homeland Security, Office of Domestic Preparedness); In-Depth Review of the Staff Inspection Process (Lieutenant John Romoser and Sergeant John Jones, Austin (TX) Police Department); Are You Firearms Training or Just Qualifying (Richard Winstanley, Assistant Chief, Hurst (TX) Police Department); Survival Course for Developing a Combined Communications Center (Linda French, Assistant Manager, Emergency Communications and Russell Evans, Communications Supervisor, Austin (TX) Police Department); International Criminal Investigative Resources INTERPOL (Mike Muth, Assistant Director, Interpol, USNCB); Auxiliary Police Search and Rescue (Senior Officer Jim Minton, Austin (TX) Police Department); Weapons of Mass Destruction (WMD) Law Enforcement Protective Measures (Rick D. Schlegel, CEP/PI, Center for Domestic Preparedness, U.S. Department of Homeland Security); Civil Defense Battalion - Providing Security for Public Facilities (Lolita Slagle and Sonia Carrion, Austin (TX) Police Department); Task Analysis (Frank Woodall, Special Agent/Investigator, Texas Commission on Law Enforcement Officer Standards and Education, Austin, TX); The Texas Railroad Killer and Multi-Jurisdictional Cooperation (Sergeant Andrew F. Carter, Texas Rangers, Company A, Houston, TX); and CACE Users Group (Master Sergeant Al Manint, Illinois State Police).

 

On Friday afternoon, the Commission reconvened for the Town Hall and Full Commission Meetings.

 

At the Commission Meeting, the Commission received standing committee reports: 

Corporate Affairs Committee approved the Buffalo, New York meeting minutes; adopted the 2005 Financial Budget; established the CALEA Special Projects fund; accepted the Mississippi Department of Public Safety Planning, Standards & Training into the CALEA Alliance Program; and renewed the Commission for Florida Law Enforcement Accreditation Alliance status.

 

Outreach Committee approved the minutes from Buffalo, New York and selected CALEA Conference sites for 2007. The cities chosen were: March–Greensboro, North Carolina, July–Montreal, Quebec, and November–Colorado Springs, Colorado.

Standards Review and Interpretation Committee approved the minutes from Buffalo, New York and the modification to standard 46.1.2, Unusual Occurrence.

Awards Committee approved the minutes from Buffalo, New York and recommended the development of a CALEA Assessor appreciation lapel pin.

Nominating Committee announced the 2005 CALEA Executive Board: President/Chair–James M. O’Dell, Vice President–Mary Ann Viverette, Treasurer–Patrick Oliver, and Secretary–Stanley Glanz.

 

Agency review hearings were held on Saturday morning, with five committees of Commissioners reviewing a total of 92 agencies: 12 for initial law enforcement accreditation, 67 for law enforcement reaccreditation, 3 for initial public safety communications accreditation, 3 for public safety communications reaccreditation, 1 for initial training academy accreditation, 1 for initial recognition, and 5 for initial recognition thru alliance.

 

At the Saturday afternoon 25th Anniversary Awards Program and Reception, Chair O’Dell recognized the past Commissioners who were in attendance. They were: John Bittick (served on the Commission from 1993 to 2001), Sheriff of Monroe County, GA; Doris Certain (1995 to 2002), Accreditation Manager for University Park (TX) Police Department; Keith Chadwell (1992 to 2000), Deputy County Manager for Health and Human Services in Fulton County, GA; Sylvester Daughtry, Jr. (1990 to 1998), CALEA Executive Director; Richard Germond (1990 to 1992), former Sheriff of Lenawee County, MI; Ira Harris (1984 to 1986), former President and Executive Director for NOBLE; Steven Harris (1986 to 1991), Chief of Police for the city of Redmond, WA; Kenneth Joseph (1979 to 1983), former Director of Corporate Security with Cooper Industries; Edward Laine (1991 to 1996), Chief of Professional Standards for the Texas Commission on Law Enforcement Standards and Education; Gary Leonard (1994 to 1997), former Deputy Chief of Police for the city of Santa Clara, CA; William Miller (1992 to 2003), Chief of Police for the city of Elgin, IL; Michael Muth (1986 to 1991), currently on loan to Interpol, serving as Assistant Chief, State Liaison Division; Ronald Nelson (1988 to 1998) Corporate Director for the Tri-J Consulting Group; Ruben Ortega (1984 to 1986), former Chief of Police for the city of Phoenix, AZ; Charles Plummer (1984 to 1993), Sheriff of Alameda County, CA; Dwight Radcliff (1984 to 1989), Sheriff of Pickaway County, OH; Edward Reilly (1983 to 1985), Chairman/Commissioner of the U.S. Parole Commission; Patrick Sullivan (1993 to 2003), Director of Safety and Security for the Cherry Creek (CO) School District; and Ronald Wood (1993 to 1998), former Chief of Police for the city of Federal Way, WA. Also in attendance was Richard Kitterman, former CALEA Executive Director; William Matthews, Executive Director of the Community Policing Consortium; and Susan Kyzer, Executive Director for the Commission for Florida Law Enforcement Accreditation. Representatives from International Association of Chiefs of Police (IACP), National Sheriffs’ Associations (NSA), National Organization of Black Law Enforcement Executives (NOBLE), Police Executive Research Forum (PERF), and Association of Public-Safety Communications Officials-International (APCO®) were recognized by the Commission.  For more details on the 25th Anniversary Awards Program see the article “25th Anniversary Awards Recipients.”

 

The agencies reviewed Saturday morning were awarded accreditation or recognition at the Saturday night Celebration Banquet. During the business portion of the banquet, Commission Chair O’Dell presented departing Commissioner, Eduardo Gonzalez with a very special token of appreciation from the Commission. The evening ended with the Chair inviting everyone to the next CALEA Conference in Birmingham, Alabama, March 16-19, 2005.
