
The Commission celebrated its 25th
Anniversary at the Austin, Texas CALEA Conference on December 1-4, 2004. The
hosts for this historic occasion were the Austin Police Department, the Texas
Commission on Law Enforcement Officer Standards and Education (TCLEOSE), and the
Texas, Arkansas, Louisiana, Oklahoma, New Mexico (TALON) Police Accreditation
Coalition.
The Commission would like to personally thank them for their wonderful
hospitality to all in attendance. Kudos on a job well done!
The members of the Executive Host Committee
were Austin Police Department personnel Lieutenant Sean Mannix, Senior
Police Officer Larry Roberson, Sergeant Donald Baker, Ms. Yolanda
Buchman, Mr. Kevin Buchman, Detective Tracy Evenson,
Sergeant John Jones, Senior Police Officer Joe Munoz, and Ms.
Sonia Carrion. They were fully prepared for the 1100 plus registrants
and showed everyone in attendance a Texas brand of hospitality. On Thursday
night they provided attendees an event that was truly “one for the books.” The
night began with a buffet style “Taste of Texas” meal at the Austin Convention
Center. Next was the highly entertaining interactive contest called the “Leopard
Challenge” - as seen on ESPN. The challenge
is a spirited and friendly
competition based on physical and policing skills routinely encountered in law
enforcement.
The night was not over after the meal
and competitions had concluded. Everyone was then shuttled over to the Bob
Bullock Texas State History Museum for another reception! The museum is best
known for its impressive state of the arts features, including an interactive
exhibit called “Story of Texas” and the “Star of Destiny” special effects show.
It was a tremendously pleasant and dynamically educational experience for all
participants.
The conference officially
began on Wednesday morning with the Opening Session. The Austin Police Fife &
Drum Band performed the posting of the colors. Texas Country Recording Artist,
Pauline Reese sang the Star Spangled Banner. Commission Chair
James M. O’Dell provided welcoming remarks to the attendees. Austin Mayor
Will Wynn, Austin Police Chief Stanley Knee, and TCLEOSE
Executive Director D. C. Jim Dozier, J.D., Ph.D., followed with
remarks. Next, Lieutenant Sean Mannix provided the host announcements. The
session concluded with Executive Director Sylvester Daughtry, Jr.’s
remarks, which included details of the 25th Anniversary Reception
being held on Saturday afternoon. The
training schedule started immediately afterwards with a full slate of workshops
that extended through Friday afternoon. Commission staff made a number of
presentations, with the remainder of the workshops complemented by visiting

On Friday afternoon, the
Commission reconvened for the Town Hall and Full Commission Meetings.
At the Commission Meeting,
the Commission received standing committee reports:
Corporate Affairs
Committee
approved the Buffalo, New York meeting minutes; adopted the 2005 Financial Budget; established the CALEA Special Projects
fund; accepted the Mississippi
Department of Public Safety Planning, Standards & Training into the CALEA
Alliance Program; and renewed the Commission for Florida Law Enforcement
Accreditation Alliance status.
Outreach Committee
approved the minutes from
Buffalo, New York and selected CALEA
Conference sites for 2007. The cities chosen were: March–Greensboro,
North Carolina, July–Montreal,
Quebec, and November–Colorado
Springs, Colorado.
Standards Review and
Interpretation Committee
approved the minutes from Buffalo, New York and the modification to standard
46.1.2, Unusual Occurrence.
Awards Committee
approved the minutes from Buffalo, New York and recommended the development of a
CALEA Assessor appreciation lapel pin.
Nominating Committee
announced the 2005 CALEA Executive Board: President/Chair–James M. O’Dell, Vice
President–Mary Ann Viverette, Treasurer–Patrick Oliver, and Secretary–Stanley
Glanz.
Agency review hearings
were held on Saturday morning, with five committees of Commissioners reviewing a
total of 92 agencies: 12 for initial law enforcement
accreditation, 67 for law enforcement reaccreditation, 3 for
initial public safety communications accreditation, 3 for public safety
communications reaccreditation, 1 for initial training academy
accreditation, 1 for initial recognition, and 5 for initial
recognition thru alliance.

Awards Program and Reception, Chair O’Dell recognized the past Commissioners who
