Reflecting on the Past 25

CALEA’s 25th
Anniversary Conference in Austin, Texas was a huge success. I came away with a
renewed appreciation of just how far the Commission has progressed in a quarter
century! Ninety-two public safety agencies were accredited, reaccredited, or
recognized by the Commission at this conference, bringing us to a total of 688
agencies with current CALEA Awards.

25th Anniversary Award Recipients

The Commission celebrated its 25th
Anniversary at the Austin, Texas CALEA Conference on December 1-4, 2004. The
hosts for this historic occasion were the Austin Police Department, the Texas
Commission on Law Enforcement Officer Standards and Education (TCLEOSE), and the
Texas, Arkansas, Louisiana, Oklahoma, New Mexico (TALON) Police Accreditation
Coalition.
The Commission would like to personally thank them for their
wonderful hospitality to all in attendance.

CACE Service Pak 1.0!
CALEA launched its first
update to the CALEA Accreditation Compliance Express (CACE) family of
software programs (CACE-L, CACE-C, CACE-T, and CACE-R). Service Pak 1.0
includes new features and also corrects some minor glitches.

CALEA FLAGSHIP
AGENCY PROGRAM

The new CALEA
Flagship Agency Program was launched at the CALEA Conference in Austin,
Texas. The Flagship Agency Program was created to acknowledge the achievement
and expertise of some of the most successful CALEA Accredited public safety
agencies, and also to provide “flagship examples” to assist other agencies.

PHILLIP (PHIL) KEITH
Phil Keith has more than 35 years of
experience in the fields of criminal justice, public safety, and business
administration. He began as a Police Officer
in 1970 with the Knoxville (TN) Police Department, serving in all aspects
of the organization including Patrol, Traffic, Records, Communication, and
Planning and Research. Phil progressed through the ranks of sergeant and
lieutenant, and was named
Chief of Police
in 1988, the position he held until his retirement in 2004.

Exemplary Project - Public Safety Lock Box Program
The
Round Rock (TX) Police Department recently implemented a unique lock box
program, which prevents damage to citizens' homes when they need emergency
assistance. The police install a lock box at the homes of citizens likely to
need help, so emergency personnel need not break into the homes.

CALEA Costs Covered for Ohio Sheriffs’
Offices
The County Risk Sharing
Authority (CORSA), of Columbus, Ohio, in conjunction with the Buckeye State
Sheriffs’ Association (BSSA), recently announced a new risk management program
for CORSA member sheriffs’ offices to support their efforts to establish “best
practices” in all areas of law enforcement. The program includes an
unprecedented financial support program.

The decline of health and
fitness among those in the law enforcement community is an indisputable fact.
The consequences of this phenomenon are also well known; greater vulnerability
to on-duty injury and illness, increased exposure to liability and loss of
respect by the public at large, among others. Alarmed by a revealing body of
statistical data, in 2002 the National League of Cities’ (NLC) captive
reinsurance facility, NLC Mutual Insurance Company, partnered with several law
enforcement organizations to form a national Task Group to study the problem and
to develop possible solutions.

Knoxville Receives First CALEA
TRI-ARC
Excellence Award
The CALEA TRI-ARC Excellence Award
was created to recognize entities that, concurrently, hold all three CALEA
Accreditation Awards: Law Enforcement, Public Safety Communications, and Public
Safety Training Academy. The awards were presented for the first time during the
Celebration Banquet at the CALEA Conference in Austin, Texas.

Change to the Law Enforcement Accreditation™ and CALEA
Recognition Program Standards
At the December 2004 CALEA Conference in Austin, Texas, the
Standards Review and Interpretation Committee (SRIC) revisited CALEA Law
Enforcement Standard 46.1.2, which addresses the provisions required to be
included in an agency’s written directive for responding to natural and man-made
disasters, civil disturbances, and other unusual occurrences.

themselves every year, more than are murdered by felons.

Certificates
of Meritorious Accreditation Announced
Eleven law enforcement agencies were recognized during the
CALEA Conference Celebration Banquet in Austin, Texas for having been CALEA
Accredited for 15 or more continuous years.

Transitioning From Recognition to Accreditation

In March 2003, the
Cornelius Police Department was the first agency in North Carolina to achieve
the CALEA Recognition award. At the Commission Conference in Austin on December
4, 2004, it became the first agency in CALEA to successfully transition from
Recognition to the Law Enforcement Accreditation award.

Changes to the CALEA Board
The CALEA Commissioners held elections during the December
2004 CALEA Conference in Austin, Texas, and elected a new Executive Board
effective January 1, 2005.
