CALEA to Honor Accreditation Leaders
At its 25th Anniversary Conference, December 1-4, 2004 in Austin, Texas, CALEA will honor agency CEOs who, over the years, have been leaders in accreditation. During the past year a committee of CALEA Commissioners, chaired by Commissioner John LaFlamme, developed two continuing special awards.
The James V. Cotter Award is for CEOs who have successfully brought three or more new agencies into CALEA Accredited status. Jim Cotter came to CALEA in 1980 as the first Executive Director, after retiring as head of the FBI National Academy in Quantico, Virginia. Jim was known for his leadership and persistence; and is credited with having the foresight and diplomatic skills to form the coalitions that developed the standards, bylaws, and procedures that evolved into the current Commission on Accreditation for Law Enforcement Agencies, Inc. Jim retired from CALEA in 1985 and lives in Falmouth, Virginia.
To recognize their long service to both law enforcement and CALEA, the Egon Bittner Award will be presented to CEOs who have been in command for at least fifteen years of an agency that has 15 or more continuous years of accredited status. Egon Bittner greatly contributed to CALEA’s early development in 1979-80, and was a CALEA Commissioner from 1981, during the critical developmental stage of the organization, through 1988. He was Professor of Sociology at Brandeis University in Massachusetts, with a national standing on law enforcement issues. Dr. Bittner brought wisdom to CALEA deliberations, often in a humorous, self-deprecating Yankee-intelligentsia tone. He lives in Pleasant Hills, California.
Since CALEA records have not historically tracked CEOs in accredited agencies, many potential recipients of these awards could be missed. To resolve this, we are asking that applications be submitted to CALEA for consideration for either award. Application forms are available on the CALEA website at www.calea.org, and can be submitted by anyone having knowledge of a possible eligible recipient. The deadline to receive applications for the 25th Anniversary Conference is September 1, 2004. CALEA staff will verify the applications received and will notify recipients. (Application deadlines for other conferences will be posted as appropriate.)
Additionally, the Commissioners approved an enhanced Certificate of Meritorious Accreditation for agencies that have been accredited for 15 or more continuous years. The first meritorious awards will be presented to eligible agencies beginning in Austin, or after their next award.
