Five New Commissioners Appointed to CALEA Board


 

Last fall, CALEA Chairperson James O’Dell met with representatives from CALEA’s four founding organizations and named five new Commissioners. Each brings a wealth of knowledge and experience to their appointment, having distinguished themselves as respected leaders in their various professions. Commissioners are appointed for three-year, renewable terms.

 

LOUIS M. DEKMAR, Chief of Police, LaGrange Police Department, Georgia

Chief Dekmar’s 30-year law enforcement career ranges from military law enforcement specialist to 12 years as Chief of the LaGrange Police Department. He has served at both large and small agencies, of which three were CALEA accredited. Lou earned a Master of Public Administration degree from Georgia College and State University and a Bachelor of Science degree from the University of Wyoming. He also is a graduate of the 142nd FBI National Academy and the 42nd Law Enforcement Executive Seminar. Lou is a member of the International Association of Chiefs of Police and will become the President of the Georgia Association of Police Chiefs in July 2004. Lou has been a valued CALEA Assessor since 1994 and a Team Leader since 1996. The LaGrange Police Department has been CALEA Accredited since 1999.

 

 

DONALD F. ESLINGER, Sheriff, Seminole County, Florida

Sheriff Eslinger has 25 years of service with Seminole County, ranging from Radio Dispatcher to Criminal Investigator to SWAT team leader. During this time, he also did two tours with the Federal Drug Enforcement Administration as a Task Force Agent. Don was appointed Sheriff in 1991, and has been elected to the position since then. He earned a Bachelor of Science degree from National Louis University, and is a graduate of the FBI National Academy. Don is on the Board of Directors for the National Sheriffs’ Association and is a past President of the Florida Sheriffs’ Association. He also is an Executive Board Member and former Chair of the Central Florida High Intensity Drug Trafficking Area (HIDTA).  The Seminole County Sheriff’s Office has been CALEA Accredited since 1995.

 

 

RICHARD W. HOLDEN, SR., Commander, North Carolina State Highway Patrol  

With over 33 years of law enforcement experience, Colonel Holden has led the North Carolina State Highway Patrol since March 1999, having previously served in ranks ranging from Trooper to Colonel. He attended North Carolina A&T State University and is a graduate of the Southern Police Institute at the University of Louisville. Richard is the Chair of the International Association of Chiefs of Police’s Division of State and Provincial Police, and is a member of the North Carolina Law Enforcement Association. He has been a CALEA Assessor since 1999. The North Carolina State Highway Patrol has been CALEA Accredited since 2000.

 

 

 

JAMES N. ROBEY, County Executive, Howard County, Maryland  

James Robey was appointed County Executive for Howard County in 1998, having previously been the Chief for seven years of the Howard County Police Department. He began his career in law enforcement in 1966. He earned a Master of Administration and Management degree from Hood College and a Bachelor of Science degree from the University of Maryland. Jim is a 1979 graduate of the FBI National Academy and a 1989 graduate of the Police Executive Research Forum Senior Management Institute. He is a past President of the Maryland Chiefs of Police Association, and also was a CALEA Assessor. The Howard County Police Department has been CALEA Accredited since 1990.

 

 

 

GRANT S. WEGNER, 16th Judicial Circuit Court Judge, St. Charles, Illinois
Judge Wegner has been a member of the Illinois judiciary for 17 years, first as Associate Judge, and, since 1990, a Circuit Court Judge.  During this time, he was twice elected Chief Judge of the 16th Judicial Circuit, which covers Kane, Kendall, and DeKalb Counties in Illinois.   During his years in private practice, he was also a part-time Assistant State’s Attorney in Kendall County. Judge Wegner is a graduate of Northern Illinois University and received his Juris Doctorate from Hamline University in St. Paul, Minnesota. Grant currently serves on several state judicial committees and boards and is on the local Advisory Council for the Boy Scouts of America.
