With the majestic Rocky Mountains as a backdrop and the historic Pikes Peak only a stone’s throw away, the Commission could not have selected a better venue for its Fall Conference. The meeting was held in Colorado Springs, Colorado, at the elegant and world-renowned Broadmoor Hotel and Resorts. Located at the base of the Rockies, the Broadmoor provided not only an environment of unparalleled beauty and luxury, but also offered first class meeting facilities and guest amenities.
The Commission would like to thank our hosts, the Colorado Springs (CO) Police Department and the Rocky Mountain Accreditation Network (RMAN) for their efforts in putting this highly successful conference together. Colorado Spring’s Chief of Police Luis Velez and RMAN President Ronald Leonard and their respective staffs should be applauded for the superb work before and throughout the conference in making everyone in attendance feel right at home. The Host Committee was co-chaired by Colorado Springs Lieutenant Arthur N. Sapp and Sergeant Michael A. Spitzmiller and consisted of the following members: from Colorado Springs Police Department; Ms. Mary Kay Krebssbach, Lieutenant Rafael Cintron, Mr. Tom Albertson, Ms. Karen Lincoln, Mr. Marcus Baily, Lieutenant Michael Sand, Officer Olav Chaney, Sergeant Scott Whittington, Commander Ron Gibson, Lieutenant Eldon Stromer, Ms. Tracie Jacobs St. Claire, and from RMAN; Lieutenant Darrell Tygart and Police Technician Leslie Burton. On Thursday night, our hosts invited everyone to a fabulous reception at an actual working cattle ranch called the Flying W Ranch. Conference attendees were given a night to remember with authentic western food and dazzling entertainment from the “Flying W Wranglers” show.
After the opening session ended, the conference workshops schedule began. Commission staff instructed most of the training, while other topics were presented by outside instructors. Killa, Colorado Springs (CO) Police Department); The Center for Domestic Preparedness (Richard L. Dickson, US Department of Homeland Security, Office of Domestic Preparedness); Planning, Designing, & Building a New Communications Center (Assistant Director Gary Lancaster, Salt Lake (UT) Valley Emergency Communications Center and Steve Loomis, Architectural Planner, CTA Communications Inc., Lynchburg, VA); Measuring the Performance of Law Enforcement Agencies (Edward R. Maguire, Ph.D., Associate Professor, Administration of Justice Program, George Mason University, Virginia); Weapons of Mass Destruction (WMD) Law Enforcement Protective Measures (Rick D. Schlegel, CEPIP, Center for Domestic Preparedness, U.S. Department of Homeland Security); Internet Crimes Against Children - Use of Computers in the Sexual Exploitation of Children: What is the threat to your community? (Detective Richard Hunt, Colorado Springs (CO) Police Department); Police Accountability and Service Standards (Chief Luis Velez, Colorado Springs (CO) Police Department); Homicide Bomber Awareness (Sergeant Gary Frasier, Colorado Springs (CO) Police Department); Forensic Computer Investigations Team (Detective Bill Dehart, Detective Brad Wilkinson, and Daniel R. On Friday, November 16th, the Commission was privileged to have as its guest speaker Captain Jeffrey Kendall Sapp, United States Navy. Captain Sapp is one of the nation’s finest charismatic and dynamic hands-on speakers, and the Commission was grateful to have him lecture. His topic was entitled “Leadership Pearls of Wisdom.” His “pearls” are designed to help public safety leaders bridge the gap between the leadership styles they practice and those they lead - a truly interesting and topical issue.
Corporate Affairs approved the Detroit Conference minutes, adopted the 2004 Financial Budget, accepted the local program for the state of New Hampshire into the CALEA Alliance Program, and approved the CALEA Copyright and Trademark Materials Policy Statement. Outreach approved the Detroit Conference minutes and selected CALEA Conference sites for 2006. The cities chosen were March – Mobile, Alabama, July – Lexington, Kentucky, and November – Reno, Nevada. Standards Review And Interpretations approved the Detroit Conference minutes, accepted the status report for the SRIC Focus Group, and took the following actions to CALEA Program Standards: to the 1st Edition of the Standards for Public Safety Communications Agencies—adopted new standards for Incident Command (6.9.6) and Missing Children (6.2.12); to the 4th Edition of the Standards for Law Enforcement Accreditation—approved the removal of the words "only" and “legally mandated” from the first sentence of the Introduction to Chapter 73 and the words "legally mandated" from the Commentary for Standard 73.1.1, and adopted the new “bullet” for Standard 1.3.9 requiring guidelines for the safe and proper storage of agency authorized firearms, and sent to the field for review a proposed new standard on responding to persons with mental illness. (See article, New Standards). Nominating Committee announced the 2004 CALEA Executive Board, President/Chair–James M. O’Dell, Vice President–Ron Ace, Treasurer–Patrick Oliver, and Secretary–Stanley Glanz. Agency review hearings were held on Saturday morning, with five committees of Commissioners reviewing a total of 105 agencies: 73 for law enforcement reaccreditation, nine for initial law enforcement accreditation, one for public safety communications reaccreditation, three for initial public safety communications accreditation, two for initial recognition and 17 for recognition through alliance. The agencies reviewed were awarded accreditation or recognition at the Saturday night Celebration Banquet. During the business portion of the banquet, Commission Chair O’Dell presented the departing Commissioners, William D. Miller (Past Commission Chair), James T. Moore (2003 Commission Vice Chair), and Patrick Sullivan with a very special token of appreciation from the Commission. (See article on departing Commissioners). The evening ended with the Chair inviting everyone to the next CALEA Conference in Pasadena, California, March 17-20, 2004.
