CALEA’s Annual Spring Conference held in sunny Orlando, Florida, March 19-22, 2003, attracted in excess of 1,000 attendees.   CALEA is grateful to Sheriff Kevin Beary, Orange County Sheriff’s Office for hosting this event. He was ably assisted by his neighbors, the Brevard County Sheriff’s Office, the Manatee County Sheriff’s Office, the Osceola County Sheriff’s Office, the Volusia County Sheriff’s Office, the Florida Police Accreditation Coalition, Inc. and the Commission for Florida Law Enforcement Accreditation, Inc.  They all worked diligently to provide excellent training, and networking opportunities for participants. The host committee chaired by Captain Phil Finlay of the Orange County Sheriff’s Office did an outstanding job. The training was current and state-of-the-art, and hospitality suite provided was first class. Our host provided a wonderful and exciting evening at Universal Studios, consisting of a live performance of a Wild, Wild West Stunt Show and private access to the “Men in Black Alien Attack,” “Jaws,” and “Back to the Future” attractions. 

 

The conference opened Wednesday, March 19th, with an honor guard presentation of colors by officers from the Orange, Osceola, Brevard and Volusia County Sheriff’s Departments. Commission Chair James M. O’Dell, Sheriff Kevin Beary, Sheriff Charlie Aycock, Ms. Susan Kyzer, Executive Director of the Commission for Florida Law Enforcement Accreditation, and Executive Director Sylvester Daughtry extended welcomes. 

 

The training sessions schedule began immediately after the opening session with workshops that extended through Friday afternoon. Commission staff made a number of presentations, with the remainder of workshops provided by outside presenters. These workshops included SWAT Selection Training (Lieutenant Tom Cockriel, Orange County (FL) Sheriff’s Office); Violence in the Workplace for 9-1-1 Operators (Karen K. Strobridge, Orange County 9-1-1 Training and Development Coordinator); Vehicle Tactical Recovery and Apprehension (Auto Trap) Program (Lieutenant Al Rodriquez, Orange County Sheriff’s Office); Juvenile Assessment Center (Anthony Cos, Miami-Dade (FL) Juvenile Assessment Center); Challenging the Process (Lieutenant Corinne A. Garrett, Orange County (FL) Sheriff’s Office); Measuring the Performance of Police Agencies (Edward R. Maguire, Ph.D., Associate Professor, Administration of Justice Program, George Mason University, Virginia); Homeland Defense Initiative (Lieutenant Tim Jones and Officer Chris Bolling, Roanoke City (VA) Police Department); Cop 2 Cop (Lieutenant Jim Bruncati, Retired New Jersey State Police); Managing Disorder/Incident Command Systems (Lieutenant Dennis Potter, Jefferson County (CO) Sheriff’s Office); What You Don’t Know Can Hurt You (Dave Bubb, Director, APCO Institute); Early Identification System (Captain Ron Stucker, Orange County (FL) Sheriff’s Office); Introduction to ASAP (Captain Philip Finlay, Accreditation Manager, Orange County (FL) Sheriff’s Office and Gary Frazee, Director of Professional Standards, Volusia County (FL) Sheriff’s Office); Citizen Survey Methods and Interpretation of Data (Lieutenant Steven Hougland, Orange County (FL) Sheriff’s Office and Dr. Stephen Holmes, Assistant Professor of Criminal Justice at the University of Central Florida); and Crime Analysis Methods (Chief Ernie Scott, Orange County (FL) Sheriff’s Office, Criminal Investigations Division).

 

The guest speaker on Friday, March 21st, was Dr. Henry C. Lee, an internationally recognized expert in crime scene investigation and former Director form the Connecticut State Police Forensic Science Laboratory in Meriden, CT. Dr. Lee recounted his personal participation in many high profile forensic cases to the appreciative, standing room only audience

 

Currently Dr. Lee is Chief Emeritus for the Connecticut Division of Scientific Services and is a professor of forensic science at the University of New Haven where he has established the Henry C. Lee Forensic Institute.

 

 

Also on Friday afternoon, CALEA hosted its first Town Hall Meeting. The format was informal and provided conference participates an opportunity for dialogue with Commission’s Board of Commissioners and staff.

 

After the Town Hall Meeting, the full Commission convened to receive committee reports.

 

Corporate Affairs Committee approved the Portland, Oregon, meeting minutes, reviewed and accepted the CALEA 2002 Audit and Annual Reports, adopted an amendment to the Commission’s Travel Policy on personal mileage reimbursements, and approved an increase in final report compensation for on-site assessment team leaders, to become effective July 1, 2003.

 

Outreach Committee approved the minutes from the Portland, Oregon, meeting, and received the report on marketing strategies.

 

Standards Review and Interpretation Committee approved the minutes from Portland, Oregon, and sent two new standards to the field for review and comments: Standard6.9.6-Incident Command for the Public Safety Communications Accreditation Program and Standard 41.2.7-Mising and Unidentified Children for the Law Enforcement Accreditation Program

 

Agency review hearings were held on Saturday morning, with five committees of Commissioners reviewing a total of 104 agencies: 62 for law enforcement reaccreditation, 22 for initial law enforcement accreditation, 4 for initial public service safety communications accreditation, 1 for initial academy training, 1 for initial certification, 3 for initial recognition, and 11 for recognition through alliance.

 

Agencies were awarded accreditation or recognition at the Saturday night Celebration Banquet. Commission Chair O’Dell recognized departing Commissioner Elaine M. O’Neal for her work during the past seven years. The conference ended with the chair inviting everyone to the next CALEA Conference in Detroit, Michigan, July 9-12, 2003.
