EXECUTIVE DIRECTOR’S CORNER 

The New Year brings a new location for CALEA’s headquarters.  Over the past 24 years, CALEA office space requirements have grown substantially, as it has added staff and new technology to meet the needs of its clients.  This move will enhance our operating efficiency by providing room to grow as we take on new projects and responsibilities.

Founded in 1979, CALEA operations were first conducted out of a small office on Pennsylvania Avenue in Washington, DC.  In May of 1981, CALEA established a formal headquarters site in Manassas, Virginia.  CALEA’s continued growth required a move in 1983 to larger facilities in Fairfax, Virginia.  Ten years later, CALEA moved to its current offices also located in Fairfax.

Since 1993, CALEA has housed its headquarters office at 10306 Eaton Place in Fairfax, Virginia.  The initial lease with the building provided CALEA approximately 5,000 square feet of office space.  With CALEA’s lease due to expire in 2003, we examined the issues of where CALEA should relocate its office, and should CALEA consider the option of owning a building.  We developed an extensive work plan that included: identification of key economic factors, development of criteria, selection and evaluation of location options, and buy vs. lease analysis.  Owning or leasing analysis incorporated cost of capital, cash flow, and property management.

After much discussion with our outside advisors, as well as within the Commission itself, in November 2002, the Commission approved my final recommendation to move the headquarters office to another location adjacent to the present site in Fairfax City, Virginia.

These new offices provided a compelling rationale for the decision that included:

• Almost doubling the Commission's current office space, allowing for a more efficient utilization of current staff, and room for future expansion.

• An 800 square foot training/conference room that can be divided in half as needed.  This larger conference room will allow CALEA to host “in-house” most of the ad hoc committees and other meetings that have become increasingly frequent over the past few years.
• Expanded office space for the eleven person professional staff.

• Expanded work area for our six person support staff.

• Provide space for future personnel and facility expansion.  

Effective April 1, 2003, CALEA’s new address will be:
