EXEcutive Director's Corner
The New Year brings a new location for CALEA’s headquarters.  Over the past 24 years, CALEA office space requirements have grown substantially, as it has added staff and new technology to meet the needs of its clients.  This move will enhance our operating efficiency by providing room to grow as we take on new projects and responsibilities. more

The following three new Commissioners attended the Portland, Oregon, Conference and obtained orientation for their new positions, which becomes effective on January 1, 2003. more

Job Analysis: The Kentucky State Police—A Case Study
The Southern Police Institute was contracted by the Kentucky State Police to conduct a job analysis on the position of Trooper. The desire of both parties was to develop an accurate understanding of the skills, knowledge, abilities, behaviors, and beliefs required to be a successful Kentucky State Police Trooper.  Building on the data developed for the Trooper position the Southern Police Institute was subsequently tasked with gaining an accurate understanding of the positions of Sergeant, Lieutenant, and Captain. more

New Standards Adopted
In light of the events of September 11, 2001, CALEA convened a Focus Group to explore critical incident command and crisis management.  As a result of that report, CALEA Commissioners in Portland, Oregon on November 15, 2002, adopted the following standards and glossary terms.  While the standards are in effect now, agencies may defer compliance until November 15, 2003. more

Prince George’s County, Maryland encompasses almost 500 square miles, is home to more than 800,000 residents, and is located in the suburbs of Washington, DC.  As in many other jurisdictions crime scene integrity and the collection and transfer of evidence by law enforcement is under intense scrutiny by the criminal justice system. more

 
Agency Workload Assessments

The most common mistake with some agencies’ approach to conducting workload assessments is to focus solely on the patrol component or central dispatch component of the agency, and/or failing to consider other essential components in either the process or the proofs.

Summary of a Doctoral Dissertation
Dennis W. Bowman is an Assistant Professor in the Law Enforcement and Justice Administration Department at Western Illinois University.  He served as Accreditation Manager for 10 years with the Illinois State Police, and retired in 1999, with the rank of Captain. Professor Bowman served on the Third and Fourth Edition Standards Review Task Forces, and has been assisting the Metropolitan Police Department in Washington, D.C. in its efforts to become accredited. more

Commissioners to Serve on Homeland Security Advisory Council
Homeland Security Advisor, Tom Ridge, appointed two CALEA Commissioners to serve as members of the Emergency Services, Law Enforcement, and Public Health and Hospitals Senior Advisory Committee to the President’s Homeland Security Advisory Council.

Your Commissioner- Elaine M. O'Neal
A native of Durham, North Carolina, Elaine O’Neal graduated (Cum Laude) from North Carolina Central University (NCCU), receiving a Bachelor of Science degree in Mathematics in 1984, and a Juris Doctorate degree in 1991.  Elaine became a judge in 1994, and presently serves as Chief District Court Judge for the 14th Judicial District of Durham County. more

Top Assessor-Tom Anderson
Scoring 100% on his assessor test in Portland, Oregon, along with high evaluation marks from the fourteen agencies he has assessed, has earned Team Leader D. Tom Anderson “Top Assessor” recognition. more
