Over one thousand participants from public safety agencies throughout the United States and Canada attended CALEA’s first Conference of 2002, making it one of the largest events ever sponsored by the Commission! The site of the conference was the beautiful port city of Jacksonville (FL). Jacksonville, nicknamed the “River City” because of its proximity to the majestic St. Johns River, is one of the most elegant conference venues the Commission has had the privilege of visiting. On the north side of the St. Johns River is a spectacular area called the Jacksonville Landing, where conference attendees had a place to sample the local cuisine and shop at the many specialty shops. The Commission would like to thank our host, the Jacksonville (FL) Sheriff’s Office, for their efforts in this putting highly successful conference together. Sheriff Nat Glover and his staff should be applauded for their superb work throughout the conference and making everyone in attendance feel right at home. The Host Committee was chaired by Director Alvie Powell and consisted of the following members: Ms. Tawanna Hill, Chief Frank Mackesy, Chief George Dandelake, Chief Rick Seibler, Sergeant R. W. “Buster” French, Officer Leonard Propper, Assistant Chief Bill Winstead, Assistant Chief George Lueders, Chief Gordon Bass, Chief Michael Edwards, Chief Wyllie Hodges, Assistant Chief Phyllis Williams, and Chief Carol Hladki. Conference attendees began arriving, in earnest, on Tuesday, March 19th. That afternoon, our host greeted participants with complimentary gifts and everyone was invited to an impressive hospitality area that seemed to run continuously throughout the week. On Wednesday, March 20th, the Conference officially got underway with the Opening Session. Commission Chair Stephen R. Monier and Executive Director Sylvester Daughtry, Jr. welcomed attendees. An Honor Guard consisting of members from nearby law enforcement agencies presented the colors. Jacksonville Sheriff Glover was introduced by Chair Monier and was asked to make a few remarks. He thanked conference participants for coming to Jacksonville and invited everyone to enjoy the city and all it had to offer. Sergeant Buster French of the Jacksonville Sheriff’s Office reviewed the itinerary of conference special events and encouraged everyone to participate. The training schedule began immediately after the Opening Session with workshops that extended through Friday afternoon. A number of presentations were made by Commission staff, with the remainder of the training schedule handled by outside instructors. Hayes, Senior Staff Attorney, Prosecuting Attorney’s Council of Georgia, & Didi Nelson, Law Enforcement Manager, U.S. Attorney’s Office, Northern District of Georgia); Law Enforcement EAP – Mainstream or Evolution (Ron Sands, EAP/CISM Administrator, Jacksonville (FL) Sheriff's Office); Emergency Law Enforcement Services Infrastructure "Protecting the Protectors" (Special Agent Dennis Keener, Federal Bureau of Investigation, NIPC); Racial Profiling (Assistant Division Chief Wayne R. Clark & Assistant Chief Rick Townsend, Jacksonville (FL) Sheriff's Office); Retaining Telecommunicators (Investigator Cheri Scheafer, Cobb County (GA) Department of Public Safety); High Intensity Drug Trafficking Area Office HIDTA (Director Edward Williams, North Florida NFHIDTA); Terrorism Overview (Deputy Chief (Ret) John Race, Faculty Member, University of Pittsburgh); Verbal Judo (Assistant Chief Rick Townsend, Jacksonville (FL) Sheriff’s Office); Juvenile Assessment Center (Assistant Chief Tara Wildes, Jacksonville (FL) Sheriff’s Office); Mastering The Manual (Marilyn Stieneke, Accreditation Manager, Cary (NC) Police Department & Sergeant Ron Leonard, Jefferson County (CO) Sheriff’s Office); Intelligence Activities (Lieutenant Randy Parmer, Jacksonville (FL) Sheriff's Office); and Vice & Narcotics, Concerns and Challenges (Assistant Chief George Lueders, Jacksonville (FL) Sheriff's Office).
On Friday afternoon, the Commission had its business meeting to review and accept sub-committee reports. Corporate Affairs Committee approved the following: the meeting minutes from San Diego, California; amendment to the CALEA bylaws; modification to the CALEA travel policy; the potential purchase of the building located in the city of Fairfax, Virginia, for future CALEA headquarters; and the allocation of the Commission general funds to the CALEA Agency Support Fund. Finally, the committee reviewed and accepted the 2001 Annual and Audit Reports. (Copies of the 2001 Annual and Audit Reports can be found on the Commission’s website—www.calea.org.) Outreach Committee approved the minutes the San Diego, California Conference minutes and discussed changes to the Commission Conference Request for Proposal to allow flexibility in the selection of possible future conference venues. Standards Review and Interpretations Committee approved the minutes from San Diego, California; sent to the field for comment the proposed modification to standard 46.1.2, (Unusual Occurrences), the new standard 46.1.11 (Incident Command System/ICS), and the inclusion of two new Glossary terms; approved the incorporation of Standard 12.2.1 (Written Directives) to the Recognition Program; and tabled for future discussion, the addition of standards on closed-circuit television. Nominating Committee announced the Executive Board for the remainder of 2002, Chair/President-James M. O’Dell, Vice President-James T. Moore, Treasurer-Patrick Oliver, Secretary-Eduardo Gonzalez, and Immediate Past Commission Chair-William D. Miller. The meeting ended with the Executive Director’s report on the new on-site assessment protocols, and an update on the implementation of the Commission’s Public Safety Training Academy Accreditation Program. Agency review hearings were held on Saturday morning, with five committees of Commissioners reviewing a total of 79 agencies: 56 for law enforcement reaccreditation, 17 for initial law enforcement accreditation, 1 for public safety communications reaccreditation, 3 for initial public safety communications accreditation, 1 for recognition, and 1 for recognition through alliance. Agencies were awarded accreditation or recognition at the Saturday night Celebration Banquet. The evening ended with special presentations by newly elected Chair James O’Dell to departing Commissioners, Stephen Monier (Commission Chair/President) and Jack Bishop.
