Top Assessors- Susan Kyzer and Douglas Knight
The “Top
Assessor” designation recognizes CALEA’s best assessment Team Leaders who
have received 100% on their latest assessor certification test. Top Assessors review all proposed new questions for the
assessor test and share their experience with the CALEA staff on other aspects
of assessor training and on-site assessments.
Susan Kyzer
Susan Kyzer is a
veteran CALEA assessor, and since March 1997 has been the Executive Director for
the Commission for Florida Law Enforcement Accreditation, Inc. Susan hails from Texas originally, but has spent the last twenty years in
Florida and the Bahamas. She has a
Bachelor’s degree from Barry University, a Master of Science degree from Nova
Southeastern University and is a graduate of the Chief Executive Seminar at the
Florida Criminal Justice Executive Institute. Susan also serves on the Executive Board for the National Association of
Women Law Enforcement Executives.
Susan’s law
enforcement career includes serving as the Planning and Research Director of the
Port St. Lucie Police Department for nine years. Her many responsibilities included managing the accreditation
program, developing, and overseeing the budget, pursuing and maintaining state
and federal grants, and strategic planning for a dynamic and constantly changing
organization.
Susan served as an
assessment team leader for both national and state accrediting bodies and has
been involved in many capacities with accreditation since 1988. She has completed training both nationally and statewide in all aspects
of the accreditation process, career development, and budgeting. She was one of the original task force members that developed Florida
standards for the current state accreditation program, and has most recently
served on the national task force responsible for developing CALEA’s
Recognition and Alliance Programs.
Chief Douglas L. Knight
Douglas
Knight has been the chief of the Vandalia (OH) Division of Police, a nationally
accredited law enforcement agency, since 1988. The city of Vandalia, a Dayton suburb, has a population of approximately
14,000 and 31 sworn police officers.
Before
accepting his current position, Chief Knight was the Assistant Chief of Police
at the University of Cincinnati. He
has broad experience as a university police officer, deputy sheriff, and
municipal police officer. He is a
1990 graduate of the F.B.I. National Academy located at Quantico, Virginia.
Doug received a Master’s degree from Central Michigan University with a
major in Management and Supervision. He
also holds a Bachelor of Science degree with a major in Criminal Justice from
the University of Dayton. Doug is a
1988 graduate of the Law Enforcement Foundations Police Executive Leadership
College. In 1999, and after having
successfully completed a year of study and qualifying examinations, he earned
the Foundation’s designation as a Certified Law Enforcement Executive (CLEE).
Doug
is a past president of the Ohio Association of Chiefs of Police, and in 1995 was
appointed by the Chief Justice of the Ohio Supreme Court to chair the law
enforcement committee of the Court’s Domestic Violence Task Force. He served in 1997-1998 as an advisory member of the Ohio Courts Futures
Commission. In addition, he chairs
a statewide law enforcement committee addressing the issue of race and
ethnicity-based traffic stops. Chief Knight has been an assessor on 21 on-site assessments,
including 19 as a team leader.
Also, receiving
scores of 100 were Michael Ciminelli, former Chief of the Elmira (NY) Police
Department, and Lt. Paul Willingham of the University of Texas at Houston Police
Department.
