RE: On-site Assessments Enhancements

After two years of testing, two task force reviews, 36 test assessments, and client feedback, CALEA Commissioners modified the assessment process in July 2001.  Commissioners approved two changes to the assessment process, a pre on-site mail review of selected standards, and a panel review segment.  These assessments will generally commence after January 2002.

This assessment has the advantage of being tailored to individual agency situations because the agency has significant input into what standards are reviewed in the different assessment stages.  CALEA Program Managers have developed standards lists that are appropriate starting points in determining what standards are reviewed by each method.

The on-site paradigm is:

  1. Pre-assessment review by mail of selected standards;
  2. Optional static display/agency tour;
  3. File review of additional standards at agency on-site;
  4. A public hearing and/or telephone session; and
  5. A panel review where agency personnel make presentations concerning standards compliance.

These changes permit assessors to have significantly more interaction with agency personnel, and the focus shifts from “file only compliance” to actual compliance.  This assessment is particularly effective in permitting agency personnel to demonstrate their abilities and specialties. Agency personnel generally have a better understanding of accreditation, how important they are to it, and how accreditation benefits their agency.

CALEA Executive Director Sylvester Daughtry, Jr., said, “These two changes in our on-site process are enhancements recommended by agency CEOs and Accreditation Managers who participated as pilot test sites.  Program Managers are prepared to answer questions regarding these changes, and I believe our on-sites will be more meaningful.”
