Operation SCAN for Decoy Dan

Lee County (FL) Port Authority Police Department


In 1997 and 1998, the Department of Transportation and the Office of Inspector General, inspected various airports to ensure the security of these facilities.  During the course of these inspections, auditors identified numerous failures in access prevention, which allowed intruders to proceed unchallenged into restricted areas and at times board an aircraft itself.  The Federal Government through the Federal Aviation Administration took punitive actions against airports that were found in violation of Federal Aviation Regulations covering access to any sterile area of an airport.

In 1999, the Lee County Port Authority Police Department instituted its “Operation SCAN for Decoy Dan” Program.  (SCAN: Spot, Challenge, and Notify)  The original intent of the program was to instill that the security of the Southwest Florida International Airport (RSW) rests with each employee who has security clearance.

SCAN OPERATION

Three ‘suspicious participants’ at a time, a police officer, a ground security coordinator, and an employee from public relations, acting as a team, will be sent out to target an area within the security identification display area (SIDA).  Team members will not be properly displaying their badge or are un-badged.  Target areas include: active work areas of the aircraft operations area (AOA), the tunnel area, inactive areas of the AOA, baggage make-up, break areas, and airline operations areas would be areas of focus.  Upon an employee correctly challenging a team member, the employee would be rewarded with $25.00, along with notification to their supervisor.  If the employees do not challenge the suspicious participants, after obvious visual contact/observation, team members will record the names of those working in the areas via written warnings and remind them of their responsibility to challenge.  Their supervisor will be notified of the violation and the employee shall attend a SIDA class to reeducate them on the shared responsibility of the security of the AOA.  In repeat instances, the employees’ access privileges are suspended and a mandatory suspension hearing will occur.  The goal of this portion of the program is to have 100% challenge of non-ID displaying individuals.

Airport employees properly displaying valid airport-issued or airport-approved ID must spot persons not displaying valid identification within security areas and challenge them to produce proper identification.  They must then notify the Port Authority Police Department.  If the person challenged is Decoy Dan; the employee wins instant cash of $25.00 and an entry ticket for the next $250.00 grand prize drawing.  Drawings are held in December.

HOW DO YOU PROPERLY CHALLENGE?

Challenge all persons not displaying authorized ID in a security area.  Approach the person and request to see their ID.  NOTIFY the Port Authority Police if the person fails to produce valid ID.  When possible, escort the person out of the secure area and wait for the police to arrive or keep the person in sight and wait for the police to arrive.  Do not take enforcement action yourself.

Penalties:      

  • First violation-Written Warning & return to SIDA class.
  • Second violation-Suspension of Access, with a suspension hearing within 48 hours with the Chief of Police, Airport Operations, Representative Management Council and the employees manager, for review of violation, if required further punitive action.

  • Third violation-Revocation of RSW ID, Issued Notice to Appear for Court.  This revocation may be appealed to the Executive Director.

Funding for the SCAN Operation is budgeted through the office of the Executive Director and managed by the Police Department.

Since the Programs inception, rewards have been expanded to include all challenges of un-badged persons located in the security area.  Monetary rewards to date are over $2800, and only a hand full of employees has received first violations.  The soundness and success of this program is the fact that it encourages every employee, not just the police, to be responsible for safety and security.
