The Associated Press reported 76% fewer cases referred for prosecution by federal enforcement officers in the period after September 11.  This reflects the significant shift of federal law enforcement assets to combat terrorism and may indicate a long-term trend that would leave more investigative responsibilities to state and local law enforcement agencies


The Canadian Police College (CPC ) Library recently announced that its catalogue is now available on the Internet.  The catalogue contains the complete holdings of the CPC Library and is available 24 hours each day to all employees of Canadian police and law enforcement agencies.  A national police service of the Royal Canadian Mounted Police, the CPC Library holdings represent one of the most extensive sources of police-related literature in North America.


A Fourth Circuit Court overturned a $375,000 jury award to a Maryland state trooper who was denied "nurturing leave" to care for his newborn because he was the father (not the mother) of the infant.  The Circuit court ruled, that the award was excessive since the Trooper did not suffer income loss, and the award was not proportional to the emotional distress caused by the constitutional violation.


A commission charged with finding ways to improve the Providence, RI, Police Department has recommended the force be more diverse, better trained and educated, nationally accredited, and under the oversight of a civilian review board.  The report went on to state that CALEA has clear guidelines that would eliminate this problem by providing consistent standards that would strengthen community confidence in reliability and trustworthiness of peace officers.
