 A Recap of the St. Louis, Missouri Conference


Have you heard the news!  CALEA’s Summer Conference has been classified as a bona fide success!  From the expanded and diverse training schedule to the informative and professional committee meetings to the entertaining and well-organized after-hours activities, every element of the conference can be stamped outstanding!  Hats off to our conference hosts, the Missouri Law Enforcement Accreditation Coalition (MOLEAC) for a job well done, and special thanks to the host committee members William Howe and Terry O’Neil (St. Louis County (MO) Police Department) for their hard work and dedication in putting together this grand occasion.  Not only did our hosts effortlessly handle the principal and sometimes complex logistics of a CALEA Conference, but MOLEAC provided special convention packets to all attendees, offered transportation to anyone needing a ride to various city locales, and on Thursday night, hosted one of the most unique and enjoyable receptions the Commission has ever experienced, at the International Bowling and St. Louis Cardinal Museum Hall of Fame.  Thanks again MOLEAC for a JOB WELL DONE!!

The Conference began in earnest on Wednesday, July 25, with the Opening Session.  Commission Chair William D. Miller and Executive Director Sylvester Daughtry, Jr., gave welcoming remarks and made special announcements to all in attendance.  An Honor Guard consisting of MOLEAC members presented the colors.  Attendees were also welcomed to the city by St. Louis County Police, Chief Ronald Battelle, and St. Louis Metropolitan Police Chief, Joe Mowka.

The training schedule began immediately after the opening session with workshops that extended through Friday afternoon.  Commission staff made a number of presentations, with the remainder of the workshops provided by outside instructors.  They included: Mobile Laptop Technology in Law Enforcement (Sergeant Mark Daughtry, St. Louis County (MO) Police Department); Introduction to the School Resource Officer Program (School Resource Officer Timothy Benning, Hazelwood (MO) Police Department); Preparing for an Onsite (Mr. Donald Pike, Gaithersburg (MD) Police Department); Improved Federal/Local Cooperation Through Accreditation (CALEA Commissioner Eduardo Gonzalez, Director (Retired) U.S. Marshals Service); Investigative Task Force (Captain Robert G. Lowery, Jr., Florissant (MO) Police Department); Planning for Computers & Electronic Evidence (Mr. David Finch, Unit Chief, High Technology & Computer Crimes Unit, Missouri Attorney General’s Office); Response to Active Shooters (Sergeant Stephen Spear, Webster Groves (MO) Police Department); Racial Profiling and Traffic Stop Studies (Dr. Daniel A Thomann, Ph.D., DATAssociates, St. Louis, MO and William M. Howe, St. Louis County (MO) Police Department); Gender Based Physical Fitness Standards (Deputy Section Chief Richard S. Ugelow, Employment Litigation Section, U.S. Department of Justice, Civil Rights Division); Overview Deadly Force: Impact Projectiles and De-escalation Philosophy (Major Steve Ijames, Springfield (MO) Police Department); Hate Crimes First Responder (Officer Andrea Sanderson, Academy Staff Instructor St. Louis County (MO) Police Department); Managing the Media (Captain Ed Nestor, Chesterfield (MO) Police Department); and Contract Law Enforcement (Captain Forrest Van Ness, St. Louis County (MO) Police Department).

On Thursday, July 26, Attorney General John Ashcroft honored the Commission with a special address to attendees.  (see special article).

The full Commission convened on Friday afternoon, July 27, to receive committee reports.

Corporate Affairs Committee approved the Greensboro, North Carolina minutes; recommended acceptance of the Washington and Oregon State credentialing boards into the CALEA Alliance Program; recommended the termination of the CALEA Certification Program; and accepted the 2002 Preliminary Budget report.

Outreach Committee approved Greensboro minutes; selected finalist cities for meetings in 2004 (to be determined at November 2001 meeting); heard a report from Meeting Coordinator Laurie Winkelmann concerning incentives for host agencies; and recommended that the criteria limiting specific regions for the selection of host cities be eliminated.

Standards Review and Interpretations Committee approved the minutes from Greensboro; approved standard 1.2.9, Bias Based Profiling be added to the Commission’s Recognition Program; reviewed the compliance level for standard 52.1.5, Status of Complaint, and recommended no changes; approved the draft manual for the new public safety training academy standards; reviewed the applicability of Chapter 35, Performance Evaluation, and standard 35.1.2, Performance Evaluation for Each Employee, in particular, to reserve officers; and declined the waiver request for standard 45.2.2, Community Involvement

Agency review hearings were held on Saturday morning, with four committees of Commissioners reviewing a total of 60 agencies: 51 for reaccreditation, six for initial accreditation, and three for initial public safety accreditation.  Agencies were awarded accreditation at the Saturday night Celebration Banquet.  Chair Miller invited everyone to CALEA’s next conference in San Diego, California, November 14-17, 2001.
