Dorris Certain


Dorris Certain is a quiet and friendly person who avoids taking credit for the many things she has done.  Dorris grew up on a farm in Tennessee and graduated from the University of Tennessee in 1976 with a degree in Criminal Justice.  She married, moved to Dallas, Texas and became a Community Service Officer for the Carrollton (TX) Police Department.  In 1978, she became a patrol officer and later worked in criminal investigations, and planning and research.  She was named the Officer of the Year in 1980 and helped Carrollton achieve accreditation in 1988.

In 1993, Dorris took a non-sworn position with the Plano (TX) Police Department as the Planning and Research Co-coordinator and Accreditation Manager.  She was co-chair of CALEA’s Third Edition Standards Review Task Force in 1993.  She was made a CALEA Commissioner in 1994, representing municipal law enforcement.  Because of her considerable hands-on experience and intimate knowledge of the CALEA standards and process, Dorris is usually selected to be involved in Commission projects.  Dorris was also heavily involved in creating the Public Safety Communications Accreditation standards and program, the Recognition Program and the State Alliance project.  She is currently assisting in the development of standards for the nearly complete Training Academy Accreditation Program.  Dorris states, “The best thing about being a Commissioner is the opportunity to work with people from such varied backgrounds and hopefully have a positive influence on the law enforcement profession.”

Dorris has two daughters, Dusti (17) and Kristina (16), and her husband Bill, is a firefighter for the Carrollton Fire Department.  Dorris likes the quiet of being outside away from telephones and computers.
