John M. McCarnan After achieving 100% on the Assessor Refresher test given at the Burlington, VT, meeting, a review of on-site assessment critiques, and Program Manager evaluations, Chief John McCarnan of the Delaware River & Bay Authority Police was chosen a “Top Assessor.” The River and Bay Authority Police provide primary law enforcement service to five large ferries, five airports and the Delaware Memorial Bridge; the largest twin suspension bridge in the world. Chief McCarnan has completed seven assessments since 1996, most as a team leader and says; “I learn something new on every on-site assessment.” Of the refresher test he stated, “the assessor test was challenging but fair.” John’s present position as the head of a unique law enforcement agency has been of great assistance on CALEA assessments. John was a member of the 51st Class of the Southern Police Institute, Univ. of Louisville, and received his Juris Doctor degree from Widener University School of Law in 1982. John has law enforcement experience with the Wilmington (DE) Police Department, the Delaware Department of Justice and rose through the ranks of the New Castle County (DE) Department of Public Safety to become Chief of Police from 1980 to 1988.
