Former Commissioner Terrance W. Gainer was presented with an appreciation award from CALEA’s Executive Director, Sylvester Daughtry, Jr., for the services he performed as a Commissioner from 1997 to 1999. Mr. Gainer stepped down as a CALEA Commissioner because his duties as the Executive Assistant Chief of Police for the Washington DC Metropolitan Police Force prevented him from giving CALEA the attention he felt was required to be an effective member of the board.
