The Public Safety Communications Accreditation program (PSCAP) went "active" in April 1999 and by the end of 1999, the Northwest Bergen Central Dispatch (NJ) was the first agency accredited. Six agencies are currently in self-assessment and eighteen agencies are in the "information" stage.

The PSCAP was a joint effort between the Association of Public-Safety Officials-International (APCO) and CALEA. APCO, the largest public safety communications organization, is an advocate for responsible regulations, the advancement of communications equipment, training, and professionalism. The program is modeled after CALEA’s law enforcement accreditation™ program and contains 214 standards.
