Your Commissioner Patricia S. Ticer Patricia S. (Patsy) Ticer was elected to the Senate of the Commonwealth of Virginia in November 1995 to represent the 30th Senatorial District. By doing so, she continued on the path that she began when she was elected to office in a local civic association many years ago. Before serving in the state senate, she won her first race for a seat on the Alexandria City Council in 1982. She advanced from Councilwoman to Vice-Mayor, was elected the citys first woman Mayor in 1991, and won re-election in 1994. During her four years in the Senate, Patsys committee assignments and legislation have reflected those areas of greatest concern to her. Her committee memberships include the Committees on Agriculture; Conservation and Natural Resources; Transportation; Rehabilitation and Social Services; and Local Government. She is a member of the Joint Commission on Technology and Science (JCOTS), and the Commission on the Condition and Future of Virginias Cities. The Senate Agriculture Committee gives her a position that involves her in environmental issues that protect Virginia. JCOTS is the Commission with primary jurisdiction over the measures taken to prepare for the Y2K and to allow Virginia to be a leader in our new technological economy. The Commission on the Condition and Future of Virginias Cities will, she hopes, provide the impetus for desperately needed changes in the relationship between Virginia and its cities. Patsy is a native of the Washington, DC, area and recalled that her grandparents lived across the street from then FBI Director J. Edgar Hoover, "who always had his blinds closed." As a resident of Alexandria for more than fifty-three years, Patsys activities have included extensive involvement with community and church. She is a graduate of Virginias Sweet Briar College. Married to Jack Ticer, a former city Councilman himself, she has four adult children, two grandsons, and one granddaughter. Believing that our children are our future, Patsy has worked for and advocates legislation and policies that provide the best educational, healthcare, and childcare standards available. Patsy was appointed a CALEA Commissioner in 1996 representing elected state officials. She is quite at home with CALEA and points with considerable pride to the support she both provided and received from the accredited Alexandria Police Department when she was mayor. She sees CALEA as a way for local governments to enhance local public safety. Patsy is Chairperson for Agency Review Committee C and is a member of the Standards Review and Interpretations Committee.
