Qualitative On-sites Considered

On September 24th and 25th representatives from the on-site assessment teams and the agencies involved in the four September 1998 innovative "qualitative on-site assessments" (QA) met with the CALEA staff in Fairfax, VA. The goal of the meeting was to evaluate all the issues relating to QA or other on-site methods, and develop viable concepts into working programs if they appear to have reasonable value to CALEA and participating client agencies.

The current "file review method" on-site focuses on paper compliance rather than results and tends to lead toward agency apathy. The QA has the potential for a more in-depth evaluation of an agency’s output and greater employee involvement.

Publication deadlines for the CALEA Update prevent reporting on the results of this meeting in this edition. A report will be made to the Commission in November and will be included in the next CALEA Update.
