Working With You -

The Program Managers at CALEA are the frontline of communication and service to client agencies. Their role requires commitment to customer service, innovative problem-solving skills, dedication to the CALEA accreditation process, salesmanship, and training skills. One of these outstanding Program Managers is Harold Ted LeMay who joined the CALEA staff in 1995.

lemay.jpg (43803 bytes)Ted was exposed to police work very early in his life. His mother was not only the local court clerk in their hometown of West St. Paul, Minnesota, but she was also the city's first policewoman. After graduating from high school, Ted joined the US Army and was posted to Germany from 1960 to 1962, obtaining the rank of Sergeant. Upon returning from active duty, Ted moved to Avon, Connecticut, where the Avon Police Department hired him. Ted married his wife, Gail and they raised three children. Ted’s oldest daughter has blessed him with two grandchildren.

Ted had a long and distinguished career with the Avon Police Department, retiring as a Lieutenant after 30 years of service. He was the accreditation manager for his agency, as well as a CALEA assessor. With the assistance of the LEAA Funds and part-time day and evening classes, Ted obtained a degree in Criminal Justice from Northwest Connecticut College. Ted also is a graduate of the FBI National Academy, 115th Session (1978). In addition, Ted is one of the founders and is past president of the Connecticut Police Accreditation Coalition.

Ted’s first contact with CALEA was at a conference in Rochester, New York, in 1987. At that first meeting, he learned about accreditation and knew instantly, this was a process in which he wanted to be involved. He was selected to be an assessor and has reviewed 13 agencies. Ted says, "If you go to my department (Avon), you will find a little bit of each agency I reviewed. There are a lot of good departments and officers that are doing really good things and who are willing to share their successes."

Ted brought the Avon Police Department to accredited status in Rochester, Minnesota, in 1993. Ted was appointed Certification Manager for the CALEA office and brought CALEA to certified status in Rochester, New York, in March 1997. Apparently the name "Rochester" has significance for Ted and he has joked that perhaps the next time CALEA has a conference in a city named Rochester, he will be the "Executive Director."

Working at CALEA has permitted Ted to remain in touch with the law enforcement community and the career he loves so much. Ted says that although "we do the same thing every day, we do it with different people and under different sets of circumstances." Ted sees his job as working with the "cream of the crop in the field, helping them to understand the standards for accreditation and their application to the individual department."

Ted’s interest in computers and programming has benefited CALEA in innumerable ways. He is responsible for the slide presentations at the conference banquets and has assisted the rest of the staff in their presentations as well. Ted prepares the graphics at every conference including signs, name placards, and table identification signs. He has helped develop various computer programs at the CALEA office that have streamlined and automated many of the staff’s tasks.

His other passion is golf. He recently purchased a new set of Nicklaus clubs, bag, and shoes and says he and "Jack" are ready for golf season. Ted recently was a member of the winning foursome in the International Municipal Lawyers Association Annual Golf Tournament in Florida. He and fellow Program Manager, Dennis Hyater, won another tournament locally. Ted continues to strive for excellence in all he does. CALEA is very proud to recognize Ted LeMay as a member of their winning team!
