Denver Colorado what a town! With its view and
proximity to the Rocky Mountains, it was a breath of fresh air to the doldrums of winter.
Our hosts for this fabulous meeting were the Arapahoe County Sheriffs Office,
the Arvada Police Department, and the Rocky Mountain Accreditation Network (RMAN).

Chief Lindsay Shepard. They were fully prepared for the 700 plus registrants and showed
everyone in attendance a wonderful time. On Wednesday, there was a St. Patricks Day
reception for all early attendees and on Friday night, a reception was held at the
Colorado History Museum, featuring exhibits about early western settlers and the history
of the African-American cowboys. 
The meeting started on Wednesday with
advanced registration for early arrivals and the State Agencies Accreditation
Coalition (SAAC) meeting, and the Coalition/Network Presidents
meeting in the afternoon. Hosting agencies provided each registrant with a bag filled
with commemorative gifts and helpful suggestions for exploring the sights and scenery of
the Denver area.
The two-day training program began on Thursday following the
Welcoming Session, featuring opening remarks by CALEA Executive Director Sylvester
Daughtry, Jr., and Commissioner Patrick Sullivan (Sheriff of Arapahoe County).
CALEA staff made a number of presentations and the remainder of the training program was
supplemented by some outstanding contributions by visiting presenters. These included Psychological
Screening Candidates (Dr. John Nicoletti, Nicoletti, Flater & Associates);
Unusual Occurrences Planning (Lt. Frank Conner, Denver, Colorado,
Police Department); Model Internal Affairs Process (Lt. Bob
Liddell and Sgt. John Camper, Lakewood, Colorado, Police Department); and Crime
Mapping & Analysis Program (Noah Fritz, National Law
Enforcement & Corrections Technology Center).
At the Opening Session on Friday, Commission
Chair William Miller, called the meeting to order. Colors were presented by the
combined color guard from the host agencies. Several dignitaries welcomed attendees to
Denver, including Division Chief Steve Allison of
the Denver Police Department and Deputy Mayor Butch Montoya. The Assistant General
Manager of the Denver Broncos football team, Fred Fleming, displayed the
Super Bowl Trophy and had everyone in attendance rolling in the aisle with his trophy
presentation to Commissioner Beverly Harvard, Atlanta, Georgias Chief of
Police.
Following the opening session, the
Commission adjourned to conduct its business. Attendees had the option of attending the
committee meetings or partaking in additional training. The training topics included: RetirementPlanning
Your Future (Burt Burrows, Public Employees Benefits Services, Inc.); Preparing
for an On-site (Karen Shepard); Win the Customer, not the Argument (Don
Gallegos, Ret. CEO, King Soopers Inc.); and DOJ/NIJs Technology Centers
System (Mike McGee, University of Denver Research Institute).
The full Commission reconvened on
Friday afternoon to receive committee reports.

Corporate Affairs Committee approved the
Knoxville minutes and accepted the 1998 Annual and Audit Reports and Grant Agency Update
Report. (Copies of the 1998 Annual and Audit Report are on the Commissions
website at www.calea.org.)
Outreach Committee approved the minutes
from Knoxville and selected the regions for the year 2002: March-Region 5 (Southeast);
July-Region 2 (North Midwest); and November-Region 1 (Far West).
Standards Review and Interpretation
Committee approved Knoxville minutes and gave final approval to commentary revision
for Standard 1.2.5.
20th Anniversary Committee
reported on their progress. The primary focus centers on Saturday evening with festivities
beginning before the awards banquet. A reception will be held after the banquet featuring
a live band and refreshments.
State Accreditation Committee reported
their progress to the full Commission and audience members with a slide presentation.
After a brief history of the state accreditation issue, Committee Chair Commissioner Stephen
Monier outlined the concept on how the state and CALEA accreditation programs could

Under other
business, the Commissions Director of Client Services James Brown commended the
program managers for the work they have done to improve their individual training
programs. Brown announced the Commission will start limited training programs on Wednesday
in Montreal and also, for the November Conference in Atlanta
On Saturday morning, four committees of
Commissioners reviewed a total of 54 agencies: 37 for reaccreditation, 16 for initial
accreditation, and one for public-safety communications accreditation. Each agency was
recognized and awarded its certificate at the Saturday night celebration banquet.
At the celebration banquet, Chair Miller
introduced Roxanne Brown, representing Association of Public-Safety
Communications Officials-International (APCO), who made comments about the
Communications Accreditation Program. Chair Miller and Commissioner John LaFlamme
invited all to CALEAs next meeting in Montreal, Canada, July 28-31, 1999.
