NEWS RELEASE NEW COMMISSIONER APPOINTMENTSOctober 11, 2006
The Commission on Accreditation for Law Enforcement (CALEAâ) is pleased to announce the appointment of four new Commissioners: Professor Gary W. Cordner, Department of Loss Prevention and Safety, Eastern Kentucky University, Richmond, Kentucky; Sheriff Donald C. Hunter, Collier County Sheriff’s Office, Naples, Florida; Chief Gary J. Margolis, Ph.D., University of Vermont Police Services, Burlington, Vermont; and Chief Daniel C. Parkinson, Cornwall Community Police Service, Cornwall, Ontario. The appointments are effective January 1, 2007.
CALEA was established as an independent accrediting authority in 1979 by the four major law enforcement executive associations: International Association of Chiefs of Police (IACP); National Organization of Black Law Enforcement Executives (NOBLE); National Sheriffs' Association (NSA); and Police Executive Research Forum (PERF). The Commission has 21 members; 11 members are law enforcement practitioners; the remaining 10 members are from the public and private sectors. The position is voluntary with Commissioners appointed to a term of three years. The Commission meets three times each year.
CALEA’s purpose and mission is two-fold. First, to establish a body of standards designed to (a) increase public safety agency capabilities to prevent and control crime; (b) increase agency effectiveness and efficiency in the delivery of public safety services; (c) increase cooperation and coordination with other public safety agencies; and (d) increase citizen and employee confidence in the goals, objectives, policies, and practices of the public safety agency. Second, to establish and administer a series of accreditation and recognition programs through which public safety agencies can demonstrate voluntarily that they meet an established set of professionally recognized criteria for excellence in management and service delivery.
Professor Cordner received his Ph.D. in Social Science from Michigan State University. Prior to his appointment at Eastern Kentucky University, he commanded the St. Michael’s, Maryland Police Department for three years. Professor Cordner works extensively with the Law Enforcement Management Institute of Texas on police executive development and is Director of the Regional Community Policing Institute at EKU. He is the co-author/editor of: Police Administration; Managing Police Personnel; Managing Police Organizations; and Police Operations: Analysis and Evaluation.
Sheriff Hunter became a Collier County Deputy Sheriff in 1979 and in 1981, was promoted to the rank of Major as Deputy Chief of Administration and Special Operations. He commanded the Narcotics Unit with responsibility for the Drug Enforcement Administration Task Force. He developed and commanded the Collier County Sheriff's SWAT Team. During this time, he also supervised and oversaw Training, Data Processing, Finance, Budget, Planning & Research, and the Emergency Communications Center. Sheriff Hunter was elected to his current position in 1988, and, subsequently, re-elected in 1992, 1996, 2000, and 2004. The Collier County Sheriff’s Office became CALEA Accredited in 2003.
Chief Margolis began his Vermont police career as a Chittenden County Deputy Sheriff in 1990 and, in 1991, joined the South Burlington Police Department as a patrol officer. In 1995, he became a Training Coordinator for the Vermont Police Academy where his responsibilities included basic and in-service training administration. During his academy tenure, he was active with the Burlington Police Department as an auxiliary police officer. He was appointed to his current position in 1998. The University of Vermont Police Services became CALEA Accredited in 2003.
Chief Parkinson started his thirty-three year career in law enforcement in 1973 with the Mississauga Police Department and continued with the Peel Regional Police until his appointment as Chief of Police with the Cornwall Community Police Service in January 2004. During his term of employment with the Peel Regional Police, he was assigned to a number of key areas, including Criminal Investigations, Homicide Bureau, Uniform Commander, Officer in Charge of Criminal Intelligence, Staff Superintendent in Charge of Operations Support, Staff Superintendent in charge of Field Operations and Staff Superintendent in charge of Operations Services.
These new Commissioners bring a wealth of knowledge and experience that will be beneficial to CALEA in meeting its mission. They have all distinguished themselves as respected leaders in the law enforcement profession.
We congratulate and welcome Professor Cordner, Sheriff Hunter, Chief Margolis and Chief Parkinson to the Commission.
