OHIO RISK MANAGEMENT GROUP PAYS ACCREDITATION FEES

The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®) recently participated in a seminar sponsored by the County Risk Sharing Authority (CORSA), of Columbus, Ohio, and the Buckeye State Sheriffs’ Association (BSSA) announcing an unprecedented financial support program.

CORSA, in conjunction with the BSSA, announced a new risk management program for 60 CORSA member sheriffs’ offices to support their efforts to establish “best practices” in all areas of law enforcement. Beginning in 2004, CORSA will pay the initial administrative and on-site assessment fees for any member sheriff’s office that pursues the CALEA Law Enforcement Accreditation™ or CALEA Recognition program, and will continue to pay the subsequent reaccreditation or re-recognition fees associated with maintaining their award.

CORSA and the BSSA have also agreed to establish a Law Enforcement Best Practices Panel made up of Ohio sheriffs, former sheriffs, and recognized outside experts. This panel will support the efforts of the sheriffs’ offices by providing training seminars, sample policies, and additional services as identified by the participants.

Attending were Commission President and Chair, James M. O’Dell, of the Kettering, Ohio Police Department; CALEA Executive Director, Sylvester Daughtry, Jr.; and CALEA Program Manager, Stephen W. Mitchell, who gave a presentation on the two CALEA law enforcement credentialing programs to the member-sheriffs in attendance. Representing CORSA was Program Administrator David Brooks and Elizabeth G. Miller, J.D., Director of Risk Control Service, and from BSSA, Executive Director Robert Cornwell.

The Commission is an independent, nonprofit corporation, which was founded in 1979. Its purpose is to establish standards of professional excellence for public safety agencies, and to development and administer a voluntary process for recognizing professional excellence. The Law Enforcement Accreditation program is based on 446 professional standards; and the CALEA Recognition program, designed to meet the needs of smaller-sized agencies, is based on 97 core standards taken from the accreditation program.

The benefits of CALEA Accreditation have long been established:

·        Formalize essential management procedures.    

·        Strengthen crime prevention and control capabilities.

·        Establish fair and nondiscriminatory personnel practices.     

·        Improve service delivery.    

·        Solidify interagency cooperation and coordination.

·        Increase accountability throughout the agency.

There is a strong history of support of CALEA Accreditation in Ohio. Currently, there are 50 law enforcement accredited and two recognized agencies in the state, with another 25 in the process. Included in the accredited agency count are the following three sheriff’s offices: Montgomery County Sheriff's Office, accredited since November 1986; Greene County Sheriff's Office, accredited since July 1993; and Licking County Sheriff's Office, accredited since March 1994. Chief of Police Patrick Oliver of the Fairborn, Ohio Police Department is also a member of the CALEA Board of Commissioners, and serves as the Treasurer of the Commission.

Commission Chair O’Dell praised the actions of CORSA with the comment, “The financial assistance CORSA is extending to its sheriff-members by covering the costs associated with CALEA Accreditation, represents a bold commitment to professional law enforcement and excellence in the state of Ohio.”
