Mr. Richard F. Kitterman, Executive Director of the Commission on
Accreditation for Law Enforcement Agencies, Inc., announced his retirement effective
December 31, 1998. The announcement, made privately to the Commission prior to its meeting
in Hershey, Pennsylvania, was released today by the Vice-Chairman of the Commission, Chief
William D. Miller of Skokie, Illinois.
"Dick Kitterman's 15 years of service to the Commission, including his service as Executive Director since 1994, mirror to his colleagues the tenets of accreditation, namely that through integrity, openness, accountability, and collaborative professional dialogue, excellence can be achieved. Dick Kitterman has been appropriately identified as 'Mr. Accreditation' and his years of service with CALEA will forever impact on the Commission and the professional standards that it develops and maintains."
Vice-Chairman Miller said the Commission discussed various alternatives at the conference in Hershey, Pennsylvania. The Commission's respect for Sylvester Daughtry's leadership and management skills, coupled with Kitterman's recommendation, facilitated its immediate decision to select Daughtry to be its next Executive Director. Miller noted that the selection of Daughtry continues the leadership and professional vision so aptly demonstrated by Dick Kitterman. Daughtry's appointment becomes effective on January 1, 1999. He will continue to serve out his present term as Chairman of the Commission through December of 1998, allowing for a smooth transition. In addition to serving as Chief of Police for the city of Greensboro, North Carolina, for 11 years, Daughtry has been very active in the Police Executive Research Forum (PERF), the National Association of Black Law Enforcement Executives (NOBLE), and the International Association of Chiefs of Police (IACP). Daughtry served as President of the IACP during 1993/1994.
Miller stated, "Dick Kitterman has graced us as our Executive Director with his love for this profession and for the concept of accreditation. There is no doubt in my mind that he will continue his contributions to us in some capacity." The Vice-Chairman also noted that the Commission's November meeting in Knoxville, Tennessee, will be of special importance in honoring Dick Kitterman. Likewise, a special reception is also being planned for Mr. Kitterman at CALEA's offices sometime in December, 1998.
