NEW COMMISSIONER APPOINTMENTS

September 14, 2005

The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®) is pleased to announce the appointment of three new Commissioners: Chief Theron Bowman, Ph.D., Arlington, Texas; Chief Joseph Polisar, Garden Grove, California; and Sheriff J. Grayson Robinson, Arapahoe County, Colorado.  The appointments are effective January 1, 2006.   

 

CALEA was established as an independent accrediting authority in 1979 by the four major law enforcement executive associations: International Association of Chiefs of Police (IACP); National Organization of Black Law Enforcement Executives (NOBLE); National Sheriffs' Association (NSA); and Police Executive Research Forum (PERF).  The Commission has 21 members; 11 members are law enforcement practitioners; the remaining 10 members are from the public and private sectors.  The position is voluntary with Commissioners appointed to a term of three years.  The Commission meets three times each year.

 

CALEA’s purpose and mission is two-fold.  First, to establish a body of standards designed to (a) increase public safety agency capabilities to prevent and control crime; (b) increase agency effectiveness and efficiency in the delivery of public safety services; (c) increase cooperation and coordination with other public safety agencies; and (d) increase citizen and employee confidence in the goals, objectives, policies, and practices of the public safety agency. Second, to establish and administer a series of accreditation and recognition programs through which public safety agencies can demonstrate voluntarily that they meet an estab­lished set of professionally recognized criteria for excellence in management and service delivery.

 

Chief Bowman began his career with the CALEA Accredited Arlington, Texas Police Department in 1983 as a detective on the Vice and Narcotics Squad.  He worked his way up the ranks becoming Assistant Chief in 1997.  He was appointed Chief in 1999.  He is a current member of PERF and serves on the IACP’s Executive Committee.

 

Chief Polisar started in law enforcement with the Albuquerque, New Mexico Police Department in 1977 and became Chief of that department in 1994.  In 1998, he was appointed Chief of Police in Garden Grove, California, a CALEA Accredited agency.  Chief Polisar is a Past President of the IACP.

 

Sheriff Robinson started with the Littleton, Colorado Police Department in 1972, becoming a Division Commander in 1979.  In 1992, he joined the CALEA Accredited Arapahoe County Sheriff’s Office becoming Undersheriff in 1995.  He was elected Sheriff in 2002.

 

These new Commissioners bring a wealth of knowledge and experience that will be beneficial to CALEA in meeting its mission.  They have all distinguished themselves as respected leaders in the law enforcement profession. 

 

We congratulate and welcome Chief Bowman, Chief Polisar, and Sheriff Robinson to the Commission.
