  Commissioner News
  • Current CALEA Commissioner Richard W. Holden Sr. has been appointed the new Chief/Assistant Vice Chancellor for Police and Public Safety at North Carolina A&T State University. In 2004, he retired as Commander for the North Carolina State Highway Patrol. Commissioner Holden had more than 35 years of service with the Patrol in several positions from Trooper to Colonel. The North Carolina State Highway Patrol was accredited in 2000 under his command. Commissioner Holden is a former General Chair of the IACP’s Division of State and Provincial Police. He also served on IACP’s Board of Officers. North Carolina A & T State Univ. Police & Public Safety has been accredited since July 2006.
  • New CALEA Commissioners Appointed
    Effective January 1, 2008, three new Commissioners will begin serving on the CALEA Board:
    Gayle M. Cameron, Thomas H. Warren, Sr., and Lisa G. Womack. Each brings a wealth of knowledge and experience, having distinguished themselves as respected leaders in law enforcement. CALEA Commissioners are appointed for three-year, renewable terms.
    • Gayle Cameron is currently the Deputy Superintendent of Investigations with the Department of Law and Public Safety Division of the New Jersey State Police. New Jersey State Police is a CALEA Accredited Agency. She was formerly the Chief Administrative Officer for the Division. Lt. Colonel Cameron has held many leadership positions including the Commanding Officer of the Division Human Resources Section; Identification and Information Technology Section; Command Operations Center; and Bureau Chief Forensic Science Bureau. She is a member of the International Association of Chiefs of Police (IACP) Diversity Coordinating Panel. Lt. Colonel Cameron has a Master of Arts Degree in General Professional Education from Seton Hall University, South Orange, New Jersey and Bachelor of Science Degree from Bridgewater State College in Bridgewater, Massachusetts.

    • Thomas Warren is the Chief of Police of the CALEA Accredited Omaha (NE) Police Department. Chief Warren has worked various positions within the Omaha Police Department, including Police Operations, Support Services, and the Office of Professional Standards. He was promoted to the rank of Lieutenant in 1995, to Captain in 1999 and in the year 2002 assigned to the Uniform Patrol Bureau as Commander of the Nebraska Precinct. Chief Warren is a member of the International Association of Chiefs of Police (IACP), National Organization of Black Law Enforcement Executives (NOBLE), the Nebraska Crime Commission, and the High Intensity Drug Trafficking Area (HIDTA) Program - Midwest Region. He is a graduate of Session 30 with the FBI National Executive Institute. He has a Masters of Science Degree from the University of Nebraska at Omaha in Criminal Justice with an Option in Public Administration and a Bachelor of Science Degree in Criminal Justice with a second major in Sociology from Morningside College in Sioux City, Iowa.

    • Lisa Womack serves as the Chief of Police of the CALEA Accredited Elgin (IL) Police Department. Chief Womack began her law enforcement career with CALEA Accredited Agencies; Arlington (TX) Police Department; Sugar Land (TX) Police Department and now Elgin Police Department. She served as Deputy Chief of the Arlington (TX) Police Department in 1992, appointed as Chief of Police with the Sugar Land Police Department in 2004 and served until becoming the Chief of Police with the Elgin Police Department in 2005. She is an Executive Committee Member and Foundation Board Member of the International Association of Chiefs of Police (IACP), Illinois Association of Chiefs of Police, National Association of Women Law Enforcement Executives (NAWLEE) and Police Executive Research Forum (PERF). She has a Masters of Science Degree in Public Administration from the University of North Texas; Denton, Texas and Bachelor of Science Degree in Criminal Justice from Texas Woman’s University; Denton, Texas.

  • Past CALEA Commissioner (1992-2000) Garland “Keith” Chadwell recently assumed the position of City Manager of Pompano Beach, FL. He brings over 24 years of extensive experience in local government management. Before accepting the position in Pompano Beach, Chadwell was the Deputy County Manager in Fulton County, Georgia. Prior to his tenure with Fulton County, he was the Chief Operating Officer for the District of Columbia Department of Human Services. He also served seven years as Regional Director for the Virginia Department of Social Services. Chadwell was the Assistant City Manager in the City of Albany, Georgia and Assistant County Administrator in Lucas County, Ohio. Keith also has experience serving as Member of the Georgia Firefighting Standards and Training Council and Board Member of the Lucas County, Ohio Economic Development and Improvement Corporation. He has a Master of Public Administration degree from the University of Toledo, Ohio and a Bachelor of Arts degree from Morehouse College in Atlanta, Georgia. Congratulations Keith!

  • On a sad note, Jack Ticer, the husband of Past Commissioner (1997-2005) Patricia "Patsy" Ticer passed away on August 29 at Inova Alexandria (VA) Hospital. Jack lived a very interesting and wonderful life, to learn more click HERE. Jack accompanied Patsy to several conferences and had many friends on the Commission. CALEA extends its deepest condolences to Patsy, and to the rest of the Ticer family.

CALEA is Accepting Applications for the CALEA Agency Support Fund (CASF)
CASF Grant Applications are accepted by CALEA between September 1st and December 31st of each year, and the selection of awardees is conducted at the following Spring CALEA Conference. The CASF Grant was created in 2003, for the purpose of awarding financial assistance to smaller law enforcement, public safety communications, and public safety training agencies, with 50 or fewer full-time employees, seeking initial CALEA Accreditation.   • Chief Charlie T. Deane of Prince William County (VA) Police Department was recently elected Vice President of the Police Executive Research Forum. Colonel Deane's agency has been CALEA Accredited since November 1987.
  • Chief James Ray Lavinder of Roanoke County (VA) Police Department is the new President for the Virginia Association of Chiefs of Police. Chief Lavinder's agency has been CALEA Accredited since November 1992.
  • Steve Allender is the Rapid City (SD) Police Department's new Chief of Police. Rapid City Police Department has been CALEA Accredited since July 1990.
  • Bismarck (ND) Police Department's new Chief of Police is Keith Witt. Bismarck Police Department has been CALEA Accredited since July 1991.
  • Anna Ruzinski is the new Police Chief of Menomonee Falls (WI) Police Department. Menomonee Falls Police Department has been CALEA Accredited since August 1992.
  • Graham (NC) Police Department's new Police Chief is Jeffrey C. Prichard. Graham Police Department has been CALEA Accredited since March 1998. 
  • Columbia (SC) Police Department recently appointed Harold L. Reaves as Chief of Police. Columbia Police Department has been CALEA Accredited since March 1999.
  • Federal Way (WA) Police Department's new Chief of Police is Brian J. Wilson. Federal Way Police Department has been CALEA Accredited since November 2002.
  • Larry Rinehart is the new Chief of Police for the Bexley (OH) Police Department. Bexley Police Department has been CALEA Recognized since March 2003.
  • Tulsa (OK) Police recently appointed Ron Palmer as the new Chief of Police. Tulsa Police Department has been CALEA Accredited since November 2005.
  • Georgetown (SC) Police Department's new Chief of Police is Paul Gardner. Georgetown Police Department has been CALEA Accredited since July 2005.
  • Lane J. Roberts was named Chief of Police for Joplin (MO) Police Department. Joplin Police Department is currently in initial self-assessment for CALEA Law Enforcement Accreditation.

  • IACP Conference in New Orleans – October 13-17, 2007 

    If you are attending the 114th Annual International Association of Chiefs of Police Conference in New Orleans, be sure to stop by the CALEA Booth (#3112) in the Exhibit Hall to say hello to Associate Director Jim Brown and Program Specialist Janice Dixon. Executive Director Sylvester Daughtry, Jr. will also be in attendance. 

  • CALEA will host a workshop on Monday, October 15, 2007, 1 – 3 PM, Room 342, titled: “CALEA Accreditation as a Management Model.”
    Learn how the CALEA Accreditation Process creates a modern management model for today’s law enforcement agency. Four CEOs discuss how the CALEA Standards produce the results they use to help manage their agency. Emphasis will be on the correlation between the benefits of accreditation and specific CALEA Standards.

  • PARTICIPANTS ROSTER: CALEA Chair, Chief James M. O'Dell, Kettering (OH) Police Department, will be the Moderator, and Chief Patricia D. CALEA Client Information

CALEA Process

  • This is a reminder that applies to all agencies enrolled in the Law Enforcement Accreditation or the CALEA Recognition Program: the transition period for agencies to fully transition to either the Standards for Law Enforcement Agencies, 5th Edition or the Recognition Standards for Law Enforcement Agencies, 2nd Edition ended October 1, 2007. For all CALEA Assessments after October 1, 2007, Assessors will be looking for proofs of compliance from: the date the agency adopted the new edition or October 1, 2007. Please contact your CALEA Program Manager if you have any questions.

  • Agencies in the CALEA Law Enforcement and Training Academy Accreditation Programs can download the Interim Change Notices for their Standards Manuals. The downloads are located in the CALEA Standards and Process Section of the Clients Only area.

CALEA Assessors

  • Assessor Receives Honor
    Andrew F. (Drew) Cannady, a retired Captain for the Greensboro (NC) Police Department, recently celebrated his 20th year as a CALEA Assessor.   • Assessor Refresher Training class in Colorado Springs is Full! Only assessors who have pre-registered with CALEA Staff member Rhonda Garner (rgarner@calea.org or (800) 368-3757, extension 42) will be admitted. The next Assessor Refresher Training will be held at the March 2008 CALEA Conference in Atlanta, Georgia.

  • Attention CALEA Team Leaders: the new On-site Assessment Report format will be used on all CALEA On-site Assessments starting January 1, 2008. All Team Leaders must receive training on the new On-site Assessment Report to be eligible to conduct assessments after January 1, 2008. The required On-site Assessment Report training does not qualify for the three year team leader refresher training. On-site Assessment Training will be included in the Team Leader Training courses held at the CALEA Conference in Colorado Springs, CO (Wednesday, November 14, 2007). Contact Rhonda Garner (rgarner@calea.org or (800) 368-3757, extension 42) to have your name placed on the training roster.

  • Assessors with Spanish Language Skills Needed -- CALEA is seeking to train additional assessors who are fluent in speaking and reading both English and Spanish. Potential assessors should be from agencies enrolled in the CALEA Process, and have at least five years of recent law enforcement supervisory experience. Applicants need the written endorsement of their CEO to be considered. To apply, send your resume and the CEO endorsement letter to CALEA Associate Director Jim Brown.  

Persons chosen for new assessor training must register for and attend a specific CALEA Conference at their own or agency expense, take two days of assessor training, and pass a written test. Those who pass the assessor test have a solid knowledge of CALEA’s Accreditation Standards and Process. Additional information is available on the CALEA website under “CALEA Assessors.”

  • Assessor Bio Requested -- CALEA is implementing a policy of sending a brief biography of each assessor to the assessment team and the agency being assessed.  If you have not already submitted an updated bio; please fill out the form in the Assessor Forum section. CALEA will not edit the submissions.  Assessor bios must not exceed 200 words. Suggested items to include are:

Introducing CACE Version 2.0!

In early October 2007, CALEA began distributing the new computer software product CALEA Accreditation Compliance Express (CACE) 2.0. Built around the core elements of the CACE 1.0 program, CACE 2.0 provides a more powerful management tool for agencies in initial and renewal CALEA Award statuses. Key new features-

ü       Ability to designate multiple "Assigned To" entities to individual standards.

ü       Allow user to compare specific years on the Agency Demographic Report.

ü       New Program Backup Option, with reminder settings.

ü       Additional Settings for Startup Reports.

ü       New "Proof Status" display for Year 1, Year 2, and Year 3.

ü       Ability to store messages that will show in the body of the email on the Task Reminder report.

ü       Option to show the CALEA Standard Number and Title in the body of the email sent for the Task Reminder report.

ü       New Program Utilities.

ü       Indicator for standards that have proof of compliance of "May Be Observed."

ü       Multiple new reports such as those showing completed "proofs," "not completed proofs," percentage of standards completed, list of Observation Standards, and Last Report Completion Date.
