  • Public Safety Training Academy Standards Review Taking Place
    The Training Academy Standards Review Committee has just concluded a very productive second group meeting at the CALEA office in Fairfax, Virginia. Review Committee Chair, CALEA Commissioner Louis Dekmar, reports
    the Committee is on target and has completed the review of 141 standards to date. He expects to present a proposed standards revision to SRIC, and then to the full Commission, at the Winter CALEA Conference in Tulsa, Oklahoma, Friday, December 5, 2008. He predicts the proposed changes to the standards “will serve to strengthen public safety training academy best practices and enhance the accreditation program.” 

The members of the Public Safety Training Academy Standards Review Task Force are: CALEA Commissioner Gary Cordner, Professor, Kutztown University (PA) Department of Criminal Justice; Ms. Peggy M. Schaefer, Director, North Carolina Justice Academy; Captain Craig C. Smith, Director, Polk Community College (FL) Institute of Public Safety; Ms. Mary Martin, Training & Academic Support Officer, Wackenhut Services, Inc. – Savannah River Site (SC); Lieutenant Virgil R. Hubbard, Accreditation Manager, Knoxville (TN) Police Department; Ms. Deborah M. Furka, Assistant Executive Director for Certification and Standards, Ohio Peace Officer Training Academy; Sergeant Kevin Riker, New York City Police Department Training Bureau (NY); Mr. Albert C. Oglesby, Jr., Training Accreditation Manager, Northern Virginia Criminal Justice Training Academy; Mr. David R. Hobson, Executive Director, Kentucky Homeland Security Training; and Mr. Steven M. Otto, Business Development Manager, Law Enforcement Services for Multi-Health Systems, Inc. (TX). Assisting from the CALEA Staff are: Associate Director Jim Brown, Program Manager Christie Goddard, and Program Specialist Janice Dixon.

Committee Chair Dekmar encourages all interested individuals to contact any of the committee members or CALEA Staff with suggestions for changes to the training academy standards, or email them directly to Program Manager Christie Goddard at cgoddard@calea.org.

  • CALEA Commissioner Gayle Cameron recently retired from the New Jersey State Police. She served as the Deputy Superintendent of Investigations. During her career with the New Jersey State Police, she has held command positions in several sections including the Forensic Science Bureau, Identification & Information Technology, Division Human Resources, and Administration. Good luck to Commissioner Cameron and best wishes in her retirement.
  • Past CALEA Commissioner Ron Ace (2002-2007) has accepted the position of Interim Chief of Police for the city of Hayward, California Police Department. Ron has over 30 years of law enforcement experience. He retired as Chief of Police from Concord (CA) Police Department in 2005. During his time on the Commission, he held the position of Vice-President of the Commission, Chair of the CALEA Agency Support Fund (CASF), and was a member of the Standards Review & Interpretation Committee (SRIC) and Review Committee C. Congratulations and best wishes to Chief Ace.

Staff News

  • The Commission is pleased to announce Mr. W. Craig Hartley, Jr., as the new CALEA Deputy Director/Chief of Staff. Prior to his selection, Mr. Hartley worked as Director of Law Enforcement and Research Services and earlier, as Director of Policy, Planning and Research, for the Virginia Department of Criminal Justice Services (DCJS) headquartered in Richmond. In these positions, he was responsible for the agency’s Law Enforcement Services Team, Homeland Security Training, Standards and Training, and agency-wide Research/Evaluation as well as matters related to the legislative process.   • On June 2nd, former CALEA Associate Director Margaret J. Levine began her new career as Vice-President of Corporate Security for Bridgestone Americas Holding Company, Inc., headquartered in Nashville, Tennessee. Before accepting this position with Bridgestone, she was the Director of Corporate Security for the Georgia Power Company.   • CALEA Law Enforcement Accreditation Continues to Grow in New Jersey! Click HERE to view details of the federal grant that assists New Jersey County Law Enforcement Agencies seeking CALEA Accreditation.
  • Deer Park (TX) Police Department's Chief of Police William A. Young passed away on May 5, 2008. Chief Young began his career in law enforcement with the Houston (TX) Police Department in 1971, retiring as Assistant Chief after 21 years of service. He served as Chief of Police for three years with the Pueblo (CO) Police Department and then for five years with the Tyler (TX) Police Department. Chief Young was appointed Chief of Police of Deer Park Police Department, in 2000. The Commission sends condolences to the Young family and the members of Deer Park Police Department.
  • CALEA Assessor and President of the Memphis and Shelby County Crime Commission Michael Heidingsfield has accepted a position as an Assistant Sergeant-at-Arms for the United States Senate. He will be working with past CALEA Commissioner (1997-1999) and current Sergeant-at-Arms Terry W. Gainer. Click HERE for more information on the Heidingsfield appointment.
  • The new Chief of Police for Shaker Heights (OH) Police Department is D. Scott Lee. Shaker Heights  Police Department has been CALEA Accredited since November 1989.
  • Manchester (NH) Police Department’s new Chief of Police is David J. Mara. Manchester (NH) Police Department has been CALEA Accredited since March 1990
  • H.C. “Skip” Clark II has been appointed the new Chief of Police for the Peachtree City (GA) Police Department. Peachtree City Police Department has been CALEA Accredited since November 1992.
  • The Acting Chief of Police for Independence (MO) Police Department is David C Lamken. Independence Police Department has been CALEA Accredited since November 1996.
  • Frank J. DeGennaro was recently appointed Oneida Indian Nation Police's new Chief of Police. Oneida Indian Nation Police has been CALEA Accredited since November 1998.
  • The new Chief of Police for the Columbia (SC) Police Department is Tandy Carter. Columbia Police Department has been CALEA Accredited since March 1999.

  • Francis R. (Frank) Donchez, Jr. has been appointed Chief of Police for Davenport (IA) Police Department. Davenport Police Department has been CALEA Accredited since July 2003.
  • Deer Park (TX) Police Department has named Kenneth W. Findley as Interim Chief of Police. Deer Park Police Department has been CALEA Accredited since November 2006.
  • The new Chief of Police for Charlotte-Mecklenburg (NC) Police Department is Rodney D. Monroe.  Charlotte-Mecklenburg Police Department has been CALEA Accredited since March 2005.

  • Steve Canfield is the new Director of Public Safety for the North Palm Beach (FL) Department of Public Safety. North Palm Beach Department of Public Safety is currently in initial self-assessment for CALEA Law Enforcement Accreditation.
  • The Interim Chief of Police for Juno Beach (FL) Police Department is Robert Daniels. Juno Beach Police Department is currently in initial self-assessment for CALEA Recognition.

  • Richmond (VA) Police Department's Interim Chief of Police is David McCoy. Richmond Police Department is currently in initial self-assessment for CALEA Law Enforcement Accreditation.
  • William Westenberger is the new Chief of Police for Kennesaw (GA) Police Department. Kennesaw Police Department is currently in initial self-assessment for CALEA Law Enforcement Accreditation.

  • CACE Laboratory is now offered Wednesday, Thursday, and Friday morning. This workshop provides hands-on instruction to the primary users of the CALEA Accreditation Compliance Express (CACE-L, CACE-C, CACE-T, or CACE-R) Programs. Topics covered will include program navigation, hyperlink set up, reports building, developing task reminders, and performing system utilities. Advanced registration is required and enrollment is on a first come/first serve basis. Registration is limited to one CACE user per agency.     REMINDER — AWARDS BANQUET SEATING CHANGE
    The following new policy and procedure should help ease confusion at the CALEA Conference Celebration Banquet and ensure all attendees with RESERVED SEATS are accommodated:

    Agencies presented before the Commission for credentialing (Candidate Agencies) are required to complete an “Awards Banquet Verification Form,” which will now be emailed to the Accreditation/Recognition Manager. The verification form is used to reserve table space at the Celebration Banquet, held on Saturday night. Agencies must complete this form and return it to CALEA by the required deadline with an accurate count of the number of seats they want to reserve. Only the number of seats requested by the agency will be RESERVED. An agency that fails to return the Awards Banquet Verification Form will have to use the general seating area of the banquet hall; NO RESERVED SEATS will be available to them. Please contact your Program Manager with any questions you have regarding this policy.

CALEA Process

  • This is a reminder that applies to all agencies enrolled in the Public Safety Communications Program: the transition period for agencies to transition to the Standards for Public Safety Communications, 2nd Edition ends July 1, 2008. For all CALEA Assessments after July 1, 2008, Assessors will be looking for proofs of compliance from: the date the agency adopted the new edition or July 1, 2008. Please contact your CALEA Program Manager if you have any questions.

CALEA Standards

  • In May 2008, CALEA sent complimentary copies of the Change Notices for the CALEA Law Enforcement, Communications, and Training Academy Accreditation and CALEA Recognition Programs' Standards Manuals and the CALEA Process and Programs Guide to all Client Agencies. Additional copies of the change notice may be purchased from CALEA via the CALEA Publications Store or call 800-368-3757.

CALEA Accreditation Compliance Express (CACE)

  • Latest CALEA Standards Changes are Ready for All CACE Programs!
    CALEA Accreditation Compliance Express (CACE) Users, with active CACE Update Service plans, can upload the latest CALEA Standards updates

  • Coming Soon Service Pak 2.1
    Coming in July 2008, CALEA will offer the third update to the family of CACE Programs. Below is a list of new features and fixes--

    • Ability to Turn the Backup Option On and Off.

    • Add New Agency Statistical Section.

    • Allow User to Define the Captions for Proof Year 1, 2, and 3.

    • Include all Bullets in Time Sensitive Report.

    • Remove the "Panel" as a Type of ISSR.

    • Correct the Placement of the "X" in the Boxes on the Demographic Report.

    • Correct Movement Between Chapters in CACE-R.

    • Correct Alignment of Assigned To and Prepared By on the Standard Information Report.

CALEA Assessors

  • CALEA Announces Changes in Assessor Selection and Testing 
    Beginning with the Summer 2008 CALEA Conference in Boca Raton, FL, CALEA will accept Assessor Applications from individuals with outstanding qualifications and five years of successful CALEA Accreditation experience. CALEA‘s goal is to have approximately 25% of the assessor pool be non-supervisory personnel.

    Also starting at the Boca Raton Conference, both New Assessor and Assessor Refresher training will be extended from two days to two and one half days in length, i.e., running from Wednesday until noon on Friday. CALEA will also discontinue the test for Assessor Refresher training. The additional training time in the schedule permits more effective scenario instruction. The new “Team Leader and Assessor Discussion” class has been so successful that it will also be included as a regular part of Assessor Refresher training. Assessor Refresher and Team Leader training are still required every three years. Passing the Assessor Test is still a requirement for New Assessor training. 

    Commencing with the December 2008 CALEA Conference in Tulsa, Oklahoma, pre-registration is required for Assessor Refresher training; assessors that just ‘show-up’ will not be accommodated. As per the current policy, assessors who fail the assessor test must re-apply to CALEA for reinstatement, as must any assessor whose training certification has expired for over a year.

  • Assessors with Spanish Language Skills Needed -- CALEA is seeking to train additional assessors who are fluent in speaking and reading both English and Spanish. Potential assessors should be from agencies enrolled in the CALEA Process, and have at least five years of recent law enforcement supervisory experience. Applicants need the written endorsement of their CEO to be considered. To apply, send your resume and the CEO endorsement letter to CALEA Associate Director Jim Brown.
