CALEA Hosts Chinese Delegation

Executive Director Sylvester Daughtry and Associate Director Jim Brown hosted a delegation of officials from the People’s Republic of China in November at the CALEA office. With the aid of a very talented interpreter, they explained the history and workings of the Commission and the CALEA Accreditation Process.  

The delegation included from the Ministry of Public Security, Mr. You Xiaowen, Ph. D., Director of the Economic Crime Investigation Department; Mr. Liu Shuo, Deputy Director General and Mr. Tan Xiangyang of the Science & Technology Department; and Mr. Zhang Jin Ming, Senior Engineer, China Certification Center for Security and Protection.  

The delegation then traveled to California to visit the Garden Grove Police Department. Chief Joe Polisar, Lieutenant Steve Sanders, Accreditation Manager, and Officer Jason Perkins shared their insights into the process of obtaining and maintaining CALEA Accreditation.

CALEA is Accepting Applications for the CALEA Agency Support Fund (CASF)
CASF Grant Applications are accepted by CALEA between September 1st and December 31st of each year, and the selection of awardees is conducted at the following Spring CALEA Conference. The CASF Grant was created in 2003, for the purpose of awarding financial assistance to smaller law enforcement, public safety communications, and public safety training agencies, with 50 or fewer full-time employees, seeking initial CALEA Accreditation. CALEA Agency News

  • FIRST CASF AGENCY RECEIVES INITIAL ACCREDITATION
    To date, seven agencies have received the CASF Grant. At CALEA’s 2007 Fall Conference in Colorado Springs, the Pismo Beach (CA) Police Department became the first agency to receive initial accreditation under this grant program. CALEA congratulates the Pismo Beach Police Department.

  • Eighteen agencies were recognized during the November 2007 CALEA Conference Celebration Banquet, for having been CALEA Accredited for 15 or more continuous years. Click HERE to view the list of meritorious agencies. 

  • CALEA has posted the names of the Flagship Agencies honored at the November 2007 CALEA Conference. Click HERE to view the list of agencies.

  • The 2007 recipients of the Egon Bittner Award are Chief David E. Dial, Naperville (IL) Police Department; Chief James V. Murray, Peachtree City (GA) Police Department; and Chief John A. Peach, Director of Public Safety, Police Services, Kent State (OH) University. The Bittner Award recognizes Chief Executive Officers with long tenures in both public safety and CALEA. The Commission’s News Release can be found in the News and Publications Section.

  • Winnipeg (MB) Police Service's new Chief of Police is Keith McCaskill. Winnipeg (MB) Police Service has been CALEA Accredited since August 1992.

  • Chief Robert Stewart retired from South Carolina Law Enforcement Division (SLED), effective Nov 30th.  Major Mark Keel has been named interim chief. SLED has been CALEA Accredited since March 1994.

  • The new Chief of Police for Pitt County (NC) Memorial Hospital Police Department is Tim Nelson. Pitt County Memorial Hospital Police Department has been CALEA Accredited since July 2003.

CALEA Process

  • Correction: In the CALEA News' October 11th edition, some misleading information concerning the 5th edition conversion was provided. The article said “For all CALEA Assessments after October 1, 2007, Assessors will be looking for proofs of compliance from: the date the agency adopted the new edition, or October 1, 2007.”  While this statement may be true, it only applies to standards newly implemented or revised as a result of the 5th edition conversion.  Accredited agencies must still prove compliance from the last assessment to the current assessment, notwithstanding the newly implemented or revised standards. Please contact your CALEA Program Manager if you have any questions.

CALEA Standards

  • Agencies in the CALEA Law Enforcement, Communications, and Training Academy Accreditation and CALEA Recognition Programs can download the Interim Change Notices for their Standards Manuals. The downloads are located in the CALEA Standards and Process Section of CALEA Online website.

  • There are six proposed changes to CALEA Standards posted in the CALEA Forum II. CALEA Clients please review the standards and post your comments no later than January 25, 2008.

  • Possible Ammunition Shortage May Impact Compliance  
    For all CALEA Law Enforcement Accredited and Recognized agencies, firearms proficiency training is governed by standard 1.3.11 which requires at least annual training. With the United States Military training for and fighting the wars in Iraq and Afghanistan, more than one billion bullets a year are being fired by troops. This has been reported as contributing to ammunition shortages hitting law enforcement agencies nationwide and preventing some officers from training with the weapons they carry on patrol. An Associated Press review of dozens of police and sheriff's agencies found that many are struggling with delays of as long as a year for both handgun and rifle ammunition, and the shortages are resulting in prices as much as double what agencies were paying just a year ago.

    A few agencies that exceed standard 1.3.11 by requiring firearms qualification on a semi-annual or quarterly basis have been affected by the ammunition shortage and have called CALEA for guidance. The shortage and the associated slowdown in purchasing have affected the agencies ability to meet the timeframe set forth in their agency directives. The solution for those agencies is to revise or modify the existing directive to deal with the situation as it is occurring. As long as annual proficiency training is occurring for lethal weapons the agency should be able to meet compliance with standard 1.3.11.

    CALEA Staff is monitoring this situation and asks that any agencies affected by the ammunition shortage contact their CALEA Program Manager to discuss the issue as soon as possible.

CALEA Assessors

  • Assessors with Spanish Language Skills Needed -- CALEA is seeking to train additional assessors who are fluent in speaking and reading both English and Spanish. Potential assessors should be from agencies enrolled in the CALEA Process, and have at least five years of recent law enforcement supervisory experience. Applicants need the written endorsement of their CEO to be considered. To apply, send your resume and the CEO endorsement letter to CALEA Associate Director Jim Brown.  

  • Assessor Bio Requested -- CALEA has implemented a policy of sending a brief biography of each assessor to the assessment team and the agency being assessed. If you have not already submitted an updated bio; please fill out the form in the Assessor Forum section. CALEA will not edit the submissions. Assessor bios must not exceed 200 words. Suggested items to include are:
